Israeli security fence aims at annexation-UN envoy

GENEVA, March 10 (Reuters) - A United Nations' human rights envoy said that Israel's building of a West Bank barrier deep in Palestinian territory showed its main aim was to seize land rather than give protection against suicide bombers.

In his latest report for the Geneva-based Commission on Human Rights, South African law professor John Dugard also warned that by creating "anger, anxiety and humiliation" among Palestinians, the barrier would raise rather than reduce Israel's insecurity.

"The manner in which it has been built -- largely on Palestinian territory -- cannot, however, be justified on security grounds," Dugard wrote in the report, which was posted on the Commission's Web site.

"(It) suggests that the main purpose of the wall is the annexation, albeit by de facto means, of additional land for the State of Israel," he said.

The envoy had already condemned the barrier as an effective annexation late last year. The new report, detailing the impact it was having on the local Palestinian population, followed a fresh visit to the area last month.

Israel says its "separation fence," a mix of fencing and concrete walls to extend hundreds of kilometres (miles), will seal a porous boundary with the West Bank and keep out suicide bombers who have killed hundreds of Israelis.

In several places, the barrier runs well to the east of the "Green Line" border with territories it occupied in the 1967 Middle East war.

Dugard said that Israel had the right to take measures to protect itself from "terrorism," but "not at the expense of fundamental principles of law."

Both the construction of the barrier, referred to as a "Wall" by Dugard, and the operation of a permit system for access to the so-called "closed zone" areas between it and the Green Line, caused great hardship to Palestinians, he said.

The permit system was being administered in an "arbitrary and humiliating manner" and life could become so intolerable for villagers living there that they would eventually abandon their homes and migrate to the West Bank, he said.

"The main beneficiaries of the Wall are (Israeli) settlers...(who) will find themselves...with access to land separated from its Palestinian owners," he added.

Mr. Dugard,
How can you equate a defensive measure with offense?
How can you possibly say that ANY of the land in Israel belongs to anyone else but Israelis?
How can you go against your own organizations 1948 mandate?

Only if you are a totally biased and terrorist supporting individual can you do this; and, you have no business being employed by an organization which tolerates no partiality towards any nation on earth; THE UNITED NATIONS.

Therefore; in the spirit of impartiality, you should immediately disassociate yourself from the UN, or, recant your biast statements.
