There are two guidelines for the rpg/ffrp.  In another section will be described the rules and guidelines for the dice playing RPG, but the Ffrp is the first project going into swing so we shall start here with our explanations of regulations to make gameplay more enjoyable for everyone. 
The Free-form Final Fantasy rpg has these rules to regulate characters from committing lame atrocities and meta-gaming.  There is nothing worse than a meta-gamer, be it a gm or a player, and it spoils everyone's enjoyment.  At any time in the game where one character is attacking another player character, a GM (game master) must be present to monitor the situation.  Senseless killing will not be tolerated and this rule will always be in effect  There will be many enemies to encounter and battle along the way so fighting amongst player characters should be kept to a minimium.  If it is something that just happens to occur because two pcs (player characters) cannot get along, then again, a gm will be present to record events.  Interactive scenes that do not require a gm are the following :
1.  A spar between player characters to improve their battle prowess, or for fun.  This is under the assumption that one is not attempting to kill another character.  If your intent in the backround is to do this, then the other player might believe it a spar, but a gm must still be present because of intent to raise stakes.
2.  Going to establishments to converse with other player characters, such as the 7th Heaven, or other bars, parks, lounges, homes or hangouts that you as a character are permitted to be at, or another pc can get you into. 
3.  Purchasing regular items.  Your character may purchase non-magical items such as tents, food, attire, and some magical ones such as healing potions or eye drops.  Do not shop for materia without a gm or try to locate drawpoints.  No purchasing weapons either without a gm approval.
The Ffrp is not a dice-based game and therefore there are some additional rules tacked on to ensure smoothness of the game and fairness for all players.  1.  Dealings with purchases of magical items or special equipment is the responsibility of the gm.  GMs will have NPCs (non-player characters) that have various items for a character's needs and price quotes for them.  Interactions with NPCs are always ran by a GM.  No one else should be playing an NPC in the story because it could mess up plot goals.  If a player is on the GM staff they may run NPCs for others.  If not, then the PCs will have to wait until a GM comes online.  At NO time is a player to assume it is alright to play an NPC, especially villains or arch characters in the story.
2.  A Game Master always receives the final say as to the outcome of battles.  If there is a disagreement then come forth to the Great Sephiroth and I will deal with the matter personally.  Do NOT continue to dispute.  It is one thing to question a decision.   It is another to plague the GM when he/she is in the middle of an adventure.  I may consult other GMs or just resolve the event myself in the most neutral way possible, and whatever is then decided is final.
3.  If players or GMs have disputes they are to take it outside of the channel.  It is not right that everyone should be tied up in someone's dispute and also that people sometimes will jump on others for no reason other than it is a fight.  If there is a serious problem, talk to an op and they will attempt to ease the problem.  I would gladly sit in to help diffuse a nasty situation before it gets ugly. Try to work it out or take it to Private Message.  If not, ops will ban both parties until they are ready to return and act more mature.
4.  The Operators chosen in the chan group were selected because they are good natured and are also quality GMs.  They are not here to make PCs lives hell, but if you feel you are mistreated you have the right to come forth about it. It is requested you follow this format. 1. talk to the op. - sometimes you may just been miscommunicating. 2. If this does not prevail, bring it forth to a sop (higher op), or myself and it will be settled through conversation in an alternate channel.  Do not argue in the main chan.
5.  No metagaming or powergaming.  I will not specify...if you do it, you know you are doing it
6.   Before being admitted into the Ffrp  you will be required to fill out a character sheet so that we can have your character on file and update it periodically with you.  It will help in your advancement in the chan as far as status goes, and will also allow us to keep you updated with events, and to assist you in keeping your belongings straight.
7.  If you wish to say something OOC (out of character) during a game please put some accent marks of some sort around it such as << >> or write OOC, so that during play a game master knows you are speaking OOC and jokes will not be taken as actions.
8.  Foul Language - Truthfully, if a character is a bad mofo and is going to use profane language that will be his/her way.  However, excessive use of foul language is annoying and it is better to not try to go overboard. 
9.  No Hacking, nuking or sending ppl files that are corrupt.  The result will be termination in the group.
10.  Keep advertising to a minimium. 
11.  Ops are given considerable power over others new to the chan.  There will be no banning or akicking without a very good reason.  Just because someone said something you consider stupid does not merit an akick. 
12.  I do not want to come up with more rules so the final rule is to enjoy the game.  These rules might seem lame but they are there because of what experience has shown many of us and will protect you as well as others.
