Headquarters 28th Army Corps On the Field Va March 4th 1865 The Commission Met pursuaint to the foregoing order[s] and to [adjournment]. Present. The Commission being duly organized proceeded to the examination of Captain Emerson Co "E" 1st U.S. C.Cav. as to his capacity and efficiency as an officer. The following named Officers and enlisted men were examined as witnesses in
the case of Captain Emerson 1st U.S.Cold.Cav. Vis: The Commission having carefully considered the case of Captain Emerson find in him no evidence of incapacity unless it may be in the poor condition of his horses and the prevalence of distemper and [glanders]. They believe this to be in a great degree if not entirely accounted for by the long and severe marches made by this company for sometime previous to February 1st 1865, and the fact that his horses are from Animals mostly picked up in the raids this Company have made. They believe that on the expedition across the Blackwater on or about Feb. 20th 1865, he acted in a sensible and satisfactory manner carrying out the instructions which he heard given to his commanding officer on this occasion, as far as circumstances ...
