Chibi-chibi is a darling little girl who doesn't talk much. She only says chibi (small) or repeat some of the words in a question that you ask her. Her odangos make it look like she is related to Usagi/Serena. It is revealed that she isn't. She arrives like Chibi-Usa/Reeni did and brain washes Usagi's/Serena's family into thinking she's her sister. She can also transform into Sailor Chibi-Chibi. She is explained at the end of the season, but the manga version is different from the anime version. She can also charm wild dogs. She is very sweet.
