CONSTITUTION AND BY-LAWS
ARTICLE I NAME

The name of this organization shall be FRIENDS OF R. B. TULLIS BRANCH LIBRARY OF MONTGOMERY COUNTY.
ARTICLE II PURPOSE

The purpose of this organization shall be to foster closer relations between the R.B. Tullis Branch Library and the citizens of East Montgomery County; to promote knowledge of the functions, resources, services and needs of the Library; to lead in the development of a program for the extension and improvement of the Library services and resources.
ARTICLE III MEMBERSHIP

Section 1: Membership in this organization shall be open to all individuals in sympathy with its purposes, upon payment of dues. Section 2: Each individual member shall be entitled to one vote. Section 3: Any person who has performed distinguished service may, on recommendation of the Board of Directors, be elected by the organization an honorary member without dues.
ARTICLE 1V OFFICERS

Section 1: The officers of this organization shall be President, Vice President, Secretary, Treasurer, and three Directors: (a) Public Relations and Membership, (b) Historian, (c) Program Director. Section 2: Officers and directors shall be nominated by a committee chosen by the Executive Board. The nominations shall be submitted in writing to the membership one month prior to the annual meeting. Additional nominations may be made from the floor at the annual April meeting with the consent of the nominee. Section 3: Officers and directors shall be elected by majority vote of those present at the annual meeting. The term of officers shall be for one year, or until successors have been elected, and shall begin serving immediately following the annual meeting. Section 4: Vacancies shall be filled by appointment by the Executive Board until the next regular election.

ARTICLE VI EXECUTIVE BOARD

Section 1: The Executive Board shall consist of the officers and directors of the organization. The Librarian of the R.B. Tullis Branch Library of Montgomery County shall serve as ex-offico member of the Executive Board. Section 2: The Executive Board shall have the authority to appoint committees consistent with the purpose of this organization. Section 3: Meeting of the Executive Board shall be held quarterly or as needed. Section 4: Four members of the Executive Board shall constitute a quorem.
ARTICLE VII MEETINGS

Section 1: This organization shall hold at least one meeting a year. Section 2: The annual meeting shall be held on a date in the month of April to be determined by the Executive Board. Members shall be notified at least one week prior to the date of the meeting. Section 3: A special meeting of this organization may be called at any time by the Executive Board.
ARTICLES VIII DUES

Section 1: Dues shall be set by the membership committee and shall be approved by the general membership at the annual meeting. Section 2: All dues shall be concurrent with the fiscal year.
ARTICLE IX AMENDMENTS

Amendments to this Constitution and By-Laws may be made at any meeting of the general membership by a two-thirds vote of those present, after notification to each member at lease one week before the meeting at which the voting is to take place.
ARTICLE X PARLIAMENTARY PROCEDURE

Robert's Rules of Order, Revised, when not in conflict with these By-Laws and Constitution shall govern the proceeding of this organization.
