[here are only three groups of the Restless in Halifax vying for power, at least from a Grand perspective. While there is infighting in the Heirarchy, they cannot afford but to stand together.
Not standing together is what brought the doom of the Renegades. Barely a trickle of Renegades eke out a pallid existance in Halifax, hiding deep within the bowels of the City from their numerous enemies. The Guilds - save those still tacitly sanctioned by the Heirarchy - are nonexistant. None can afford to throw their lot against the walls which keep them from Oblivion's maw. Castigators operate amongst the Legions, Artificers and masons hold the walls of the Citadel, and Usurers ply their trade while the Heirarchy turns a blind eye.
Yet there are still those, one faction lost in the blur of the Tempest Horde, which stands outside the pull of Stygia. One band of Heretics ply their own trade of redemption and Salvation in their search for meaning and purpose. They hover about a chain of buildings at the base of the Hill, at the Tempest's edge, a stone's throw from the Spectral Hordes. They are the Restless of the Whateley family.
Their numbers, of course, are few. They are those who have died in the Family's service, and refused to move on. Family is all, Family is everything. Family keeps Oblivion at bay.
