For me this photo sums up Siagon at the time. Decay was everywhere. Mould, barbed wire and an ever presnt smog.
There were piles of refuse in the streets. I've got a pic somewhere of a front end loader picking at one pile and pouring the refuse into as truck to be hauled away. The sanitation system could not be said to be functional.
