UPDATE 09/16/05

The change in duty status for those 1,361 military personnel placed into State Emergency Duty (SED) status for Hurricane Katrina, and later changed to Title 32, Active Duty Orders, should be made aware of the following information to further explain their payroll actions.

-The original guidance did not allow for ""basic rates for subsistence" (feeding) for this duty. Personnel were placed under Field Conditions because it was considered operational, and meals were furnished at no charge.

-This means that each soldier may have up to $245.00 collected back from their pay as deductible meals.

However:
-NGB has determined that "basic rates for subsistence" is authorized and personnel will be receiving this additional pay.

G3 is currently Ammending Orders to reflect this change. However, paychecks to be received on 19Sep (1st paycheck) and 20Sep (2nd paycheck) will reflect the $245.00 deduction.

This ammended order change will be reflected in the payroll and catch-up their additional pay on the 27Sep (3rd paycheck).

In addition, each soldier will be authorized a $3.50 incidentals pay (rate per day for each day of duty) which will be authorized by completing a Per Diem Voucher at the end of duty for submission. One voucher will be prepared for the entire duty for payment at the end of duty and will be processed for the additonal incidentals pay.

Please be aware of this adjustment for all serving in Hurricane Katrina duty. This explaination is necessary due to fact that most will likely have the deductible meal rate taken out of the initial checks, then reimbursed fully on the 27Sep check.


UPDATE 09/12/05

The Soldiers have been federalized which means that the pay will be direct deposited and will be at their normal rate of pay, not everyone E5 and under receiving E5 with 10 years service. This also means that it is just like AT pay which if you normally receive BAH during AT then you will receive BAH for this duty. Pay may come on the 15th however that has not been confirmed.



A chaplain in the Oklahoma National Guard has an urgent need to find the following person.

Lillian W. Galloway, refugee from New Orleans. This is a blind female, in her late 60s, whose husband died during the evacuation from the superdome in New Orleans. Her daughter is believed to be in Houston, TX. If anyone has any information on her whereabouts, please contact me with this information so I can forward it on the Chaplain. Her address in New Orleans address was: 4850 America Street, New Orleans, LA, 70126.

UPDATE 09/09/05

Greetings from Jefferson Parish, New Orleans, Louisiana. I am CPT Alan Bennett, and would like to use this website as a forum for keeping you all informed of what we are doing. You can take comfort in two things. One, our part of the city is not what you are seeing on television. While we are in a lower income area, there are only a couple of "rough areas". The second thing you can take comfort in is that we have a very good relationship with the local police force. They are grateful for our presence, and are checking my men regularly. I have daily contact with officers on both shifts they have, so far, provided great support.

What are we doing?
Sunday we rolled into Belle Chase Naval Air Station where we spent the night. Monday I reconned Truman Middle School, which turned out to be substandard, due to the fact it was previously used as a shelter for displaced (not refugees) people. We were immediately assigned to another school L.W. Ruppel Elementary.

On Monday night 1SG and I made contact with the Jefferson Parish Police Department and we determined that our mission is to provide security at critical areas in our zone, Red Cross Distribution centers, Emergency Operation Center, housing subdivisions, Light and Power equipment staging area. We are also working in the quiet fishing village of Lafitte providing security for the Distribution Center, boat storage area and marina.

Today we were augmented with fifteen airmen from the Missouri National Air Guard. CMSGT Crouch is working in our Battery Operations Center, and we have integrated the rest of the airman in to our two platoons. I hope to pull their experiences to enhance our mission. I hope Jackie can contact some of their wives and direct them to this page.

I will keep you all posted, but be comforted, while there is some danger; we are well taken care of.

UPDATE 09/07/2005

Our guys are doing fine. They have been able to set up camp and reside in an elementary school just outside of the greater New Orleans area in Jefferson Parish. The accomodations, so far, are pretty good at this time. The air conditioning was turned on today and they have a makeshift shower set up in a tent. They are still surviving on MRE's but they say thats okay. The area neighborhood did not sustain much flooding, so that again is a plus. A few people in the area have taken a liking to some of our guys and have checked to see if they need anything, from bug sprays to t-bone steaks. Apparently some soldiers may have a new companion, as one day a dog came over to them and decided this is where he would like to be, maybe a new "mascot"? So far the guys have not had to endure some of the extreme tragedies that we have seen on the news.

Please be advised that at this time there is no way that mail or packages can be delivered to them, if by chance, although I would not hold my breath, they get such an address for mailings, we will make sure to post this info.
