Lets get started!
1.
Open template supplied. It looks empty, but there are alpha channels there. Flood Fill with gradiant Blue Neon. Angle 0 Repeats 0 Invert checked.

Add new raster layer. Selections/Select all. Copy Moonlightbeach tube, Paste into selection. Lower Opacity to 70.

Add new raster layer. Selection/Load selection from Alpha Channel/Selection 1. Flood fill with gradiant. Angle 0 repeats 0 Invert checked. Edge Effects/enhancemore 2 times. Deselect Drop Shadow v 3 H 3 Opacity 60 Blur 12 Color Black

Add new raster layer. Selection/Load selection from Alpha Channel/ Selection 2. Flood fill with gradiant. Angle 90 repeats 0 Invert checked. Edge Effects/enhancemore 2 times Deselect. Drop Shadow V 3 H 3 Opacity 50 Blur 12 Color Black

Add new raster layer. Selection/Load from alpha channel/ Selection 3 Copy
Candles tube and paste into Selection. Deselect. Lower Opacity to 80.

Copy and paste Couple tube as a new layer. Resize if needed. Move to Right side of canvas. Lower Opacity to 75 and set to Luminance.

Add new raster layer. Selections/Load from Alpha Channel/ Selection 4. Copy
text and paste into selection. Drop shadow V 3 H 3 Opacity 60 Blur 12 Color Black.

Add new Raster layer. Add your name, I used Kayleigh font, but any nice font will do. Drop Shadow V 3 H 3 Opacity 60 Blur 12 Color Black.

Add new raster layer. Add water mark.

Add new layer. Select All/ Selections modify/ Contract 10. Apply Cutout V 2 H 2
Opacity 50 Blur 15 Color black. Repeat cutout with V and H at -2.

Merge all and save as a jpg. resize if You like.
