Computer Editing Art is taking one picture and turning it into the other. You can do it by hand simiply by tracing over one picture and adapting it into another.
In the case of computers, it's taking one picture from, say the web or a scanner, and turning it into a totally different person, character, or thing.
Graphic art simply means art made from scratch on the computer.
