CONSTITUTION

This Association shall be known as the Chief Petty Officer
Association, Fort George G. Meade, Maryland.
This Association is established for the purpose of:
a. Bringing the Chief Petty Officers (CPOs) together
professionally and socially on a regular basis.
b. Originating and organizing any functions which, either
separately or collectively, concern retirement,
initiation or social activities within the Association.
c. Enhancing leadership by affording all CPOs the
opportunity to informally receive information from
invited guests, discuss mutual problems, and exchange
ideas.
d. Enhancing the quality of life throughout the Fort Meade
community by raising funds for charitable organizations,
college scholarships, annual Navy birthday celebration,
or other purpose as agreed upon by the
membership.
All Naval E-7, E-8, and E-9 personnel on active duty,
reserve, Fleet Reserve, or retired status and all duly initiated
personnel from other services may be members of this
Association.
The Association will have four officers with the titles of
President, Vice President, Secretary, and Treasurer.
The Association will have a Board of Governors whose voting
members shall consist of the four elected officers and the
standing committee chairmen.
The General Membership of the Association shall meet no
less than twelve times each year.
Provisions for dissolution of this Association shall be as
follows:
a. Any motion to dissolve this Association must be approved
by a two-thirds majority of the members in good standing
at the association meeting at which the motion is
proposed.
b. Any vote to dissolve this Association will be by written
ballot and must be approved by a two-thirds majority of
the full active membership in good standing.
c. Upon dissolution of this Association for any reason, the
treasury will be distributed on a pro-rated basis among
active membership in good standing.
d. The personal liability of Chief Petty Officer
Association members, for debts owed by the Chief Petty
Officer Association or for claims made against the Chief
Petty Officer Association, shall be limited to
membership dues and membership fees.
Recommended changes or amendments to the CPOA Constitution
should originate at the member level, in writing, for
presentation to the Board of Governors by the member. The
proposed change or amendment will be discussed by the Board of
Governors and then presented to the general membership at the
next Association meeting along with their findings and/or
recommendations. The proposed change or amendment will be voted
upon at this meeting. A simple majority vote of the membership
in good standing present at this meeting is required for
adoption of the recommended change or amendment. Changes or
amendments adopted by the membership shall be numbered as
standing rules until such time as the Constitution is
revised.
