Contrary to what everyone believes, Lugia is NOT a water-type Pokemon. Instead, as you read above, it's a dual of Psychic and Flying. Remember a while ago when we only had Pokemon Red and Blue, that there was a rumor that said that in the new Pokemon game, one of the new legendary bird was a psychic-type? Well, you guessed it, that's Lugia!
Lugia is a versitile Pokemon that resembles a water-dragon of sorts because of its shiny skin, long neck, fangs, and spikes on its back. Lugia is not feathered or scaled, but rather, Lugia has rubbery skin, like a dolphin or whale. At least, this is what I have inferred (come up with), so it's not a fact yet.
It has the ability to locomote itself in the air, land, and sea. Yeah, that means that Lugia can walk, fly, and swim. Pretty nice, huh? The back fins on its back help Lugia either swim or fly. Lugia can open them or close them, depending on whether it's going to swim, walk, or fly. When they are opened, they help Lugia fly. When Lugia's flying, they help elevate it. They're kinda like extra wings. When they're closed, Lugia's gonna swim. They would slow Lugia down if they're up, so it leaves them down.
Lugia is an incredably intelligent Pokemon. It has the power to psychicly project its voice into the minds of other people or Pokemon, or just ino the mind of one. Kinda like Santa's Lapras in the "Holiday Hi-Jinx" episode. Lugia is also extremly powerful, possessing flipper-like wings that make it mobile on any element, and a dazzling array of attacks including a Hyper Beam attack as displayed in the movie. It also has powerful Barrier and Reflect attacks as well that it used to protect itself and Ash in the movie.
In the game, however, Lugia has Recover, an Arrow Attack, and a Barrier-type attack that makes it invincible for a short amount of time. Throw in a Psychic attack (one of the most powerful attacks in the game I might add) and you've got yourself an unstoppable cute dragon/bird on your team!
And above all, Lugia's a complete CUTIE!!!!*ahem*
