Evaluation:

Positive:

- correct policy as it is difficult to develop the whole country at the same time

- Long history of development in the coastal regions since 1800s

Negative:

- ignore the development of the west

- Vicious cycle is developed in the west, e.g. expertise leave for the East

- Enlarge social, economic inequalities between east & west => possibilities of creating political unrest

    Reason: over-exploitation by man -> deforestation -> more soil erosion
