Thank you for this opportunity to comment!

I was pleased to learn that the County Executive had RESTORED funding for the positon of County Historian within the Proposed 2005 Budget for the Department of History.

I was not so pleased, in fact I was quite disappointed, to learn that the Legislature proposed to cut out the $15,000 in the Dept. of History Proposed 2005 Budget for "Professional Services".

We the people of Dutchess County who wish to preserve and protect our History/Birthright for ourselves and future generations with our County Tax Dollars have spoken and have finally convinced our Co. Executive to restore  funding to the County Historian position and embrace our County's history.  The Legislature should not - "right off the bat" cut from that budget.  This sends a negative message back to the Co. Executive from the Legislature. The more support this legislature gives the Co. Executive regarding the 2005 Proposed Budget for the Department of History, the more likely the Co. Executive will expediently seek a qualified candidate for presentation to the legislature for approval and the more likely a qualified candidate will be to accept the position. The $15,000 represents only a little over $1,000 for each of the 13 years the position has been vacant and a very minute percentage of the overall 2005 proposed budget.

I am confident that our renowned, well-educated, long-term County Exeuctive has already calculated the "Vacancy Factor" into his Proposed Budget numbers. There should be no need for this body to deliberate that factor. After all it is the County Executive himself who has neglected to fund the office of County Historian for the past 13 years.

Although I most certainly understand the financial constraints this county is under,  I also understand that whoever is the final candidate for this position will most certainly need a physical office - a desk, a computer, and supplies, access to a copier and fax machine, as well as a telephone, not a cell phone, just a phone. I cannot imagine any person accepting the position without the possibility of same. Having an office at the County makes the Historian more visible both to the public and to other members of local government.  Having an office in a government building gives the office of historian a permanent address, and it also means that the State Historians office and other state offices have fewer problems contacting the County Historian as historians change over time. It is definitely frowned upon by all knowledgeable in the field that a Historian should work out of his/her home - this leads to questions down the road as to what belongs to the County and what is the personal property of the historian as the person holding the position changes over time. Also there are numerous seminars and training sessions available from various organizations which the historian should become a member of that may have membership fees.  Attending training sessions and seminars offered by these organizations would be most advantageous for the historian and may also have fees associated with them.

Let's make it conducive for a qualified person to accept this position, lest it become a position that never gets filled and is once again deleted from the Budget because it was never filled and the blame for that in the eyes of many will rest soley on the Legislature and not the County Executive.

I respectfully request the Committee and the Legislature to reconsider or shall we say restore this $15,000 cut and send a message back to the Co. Executive that this legislature FULLY SUPPORTS his proposed budget as it pertains to the office of County Historian and the Dept. of History.

and Office Equiptment and $1,000 to Office Supplies/Reference materials.

ARCHIVIST - An Aspect of the Dept. of History that MUST not be neglected and
deserves consideration  - an aspect of the Dept. that the "Professional
Services"/"Contract Services" monies could be utilized to fund:

Archive - a place in which public records or historical documents are
preserved; also : the material preserved.

ARCHIVIST - a person in charge of archives.

Over 100 respondents indicate that they are on a part-time basis, mostly on
salary for something less than 100% of the time.

Their income was adjusted to an annualized rate by dividing the salary by
the percent of time or converting an hourly rate to 2,000 hours per year.
Table 21 shows that the part-time rates, while somewhat less than the
full-time rates, are still significant.
There is definite progression from Assistant Archivist to Senior Archivist
but Supervisors are few in number and part-time managers are not highly
paid, in comparison.

Only Senior Archivists and Managers were numerous enough to analyze by type
of employer. Female part-time Senior Archivists and Managers appear to be
earning more than males, although the number of males is quite low.

PLEASE, if possible, also consider a "Vacany Factor" Waiver - since the
County Historian position has been vacant for 13 years.

PLEASE send a message to our County  Executive that the Legislature FULLY
Supports this position and expects it to be filled as soon as possible upon
adoption of the Budget.  Local Citizens and Historians & Researchers from
across the County, State and Nation including myself  have advocated long
and hard for Dutchess County to once again embrace its history.

PLEASE do not send a NEGATIVE MESSAGE back to the County Executive by
cutting the Dept. of History Budget as it regards the monies included in
that Budget to support the County Historian position.

Again, as I spoke to last evening at the Budget Hearing, I cannot impress
upon this legislature enough the importance of passing a budget which would
be conducive to a qualified candidate accepting the position of County
Historian.  Among the first questions any qualified candidate will ask
during an interview and before excepting the position would be-  "What are
the details and scope of the Budget I will be given to work with?" - "Will I
have an office in a government Building?"

Anticipation of more to come in 2006 . . . . . . Personally, I have no doubt
the legislature is serious in its support of the office of County Historian
in the future. . . . . . . .  However Anticipation is just that, only
Anticipation and not a certainty which any qualified candidate cannot rely
upon when considering whether or not to accept the position.

Dear County Executive Steinhaus,


I am most thankful and appreciative that in your 2005 Proposed Dutchess
County Budget you made the most profound decision to once again embrace
Dutchess County History by adequately funding the Office of County
Historian.   $15,000 was included in this funding to support the position
for "Professional Services" which the Legislature has cut according to
yesterdays regular meeting of the Legislature.

While I have been assured by the Legislature of their support of the County
Historian position, I have been given various reasons for this cut  from
various legislators -  ranging from due to the "vacancy factor" the position
was unlikely to be filled till June or September", to "it was the
understanding that the $15,000 was for "Professional Services" for the
someone to come in and set up and tell the historian how the office should
be run" -  the Legislature felt the historian when appointed and approved by
the Legislature would be best served by setting up and deciding how to run
his or her own office.


I can only assume that in your wisdom as our long-term County Executive you
are infinitely more aware of what it takes to run the office of County
Historian,  what it will take to induce a qualified person to accept the
position, and the pressing need that this position be filled as soon as
possible.


Although I agreed with the Legislature that the historian when appointed and
approved by the Legislature would be best served by setting up and deciding
how to run his or her own office, in vain I asked the Legislature to
consider retaining the $15,000 and possibly redistributing those funds to
other line items such as, but not limited to, $10,000 to Professional
Services for an Archivist as a consultant on an "as needed" basis, $500 to
Training Seminars and Conferences, $3,500 to Furnishings and Office
Equipment and $1,000 to Office Supplies/Reference materials.


I respectfully request that you reinstate the $15,000 and override the
negative message the Legislature returned to you by cutting the $15,000.
There are many from across this county, state and nation that understand the
pressing need for this position to be adequately funded just as you did with
foresight when you prepared the 2005 Proposed Budget.   These individuals
(myself among them) have relied on my voice to express their concerns
regarding the Proposed Budget and it is for this reason I write you today.
I cannot let these individuals or myself down without putting in this polite
request to you.

The Legislature has missed an opportunity to show the citizens and taxpayers
of Dutchess County that they FULLY embrace our history.  I am hopeful that
you will not lose this opportunity to send a message back to the Legislature
that you intend to affirm your stand on FULLY embracing same.  As we both
know the Legislature would have one last opportunity to override your
affirmation.  All of us who truly care and embrace the history of this
county would hope that this will not happen.
