Frank was born in Poughkeepsie, N.Y. He grew up on "The Farms" and attended schools in the Poughkeepsie area. He graduated from the Oakwood Friends School and from Cornell University, where he was a member of the crew team and Beta Theta Chi Fraternity. He served in the Army during WW II, primarily in France and Germany, becoming a Major, 44th Infantry Division, 217th Field Artillery Battalion.

While pursuing his business career, Frank and his wife, Mary Louise lived in Ithaca, N.Y., and several Massachusetts communities. From 1950 to 1964, he was a purchasing agent at Harvard University. Thereafter, he was Administrative Vice President and Treasurer of the Salzburg Seminar for American Studies, and then Director of Development for Colby Junior College (now Colby-Sawyer College). Before retiring, he also worked in financial capacities for Benjamin Thompson Associates in Cambridge and Children's Hospital in Boston.

In 1970, Frank retired, moving from Concord, Mass. to his family's home in Truro. An avid athlete and outdoors person, he was often seen jogging and biking on the roads of the Outer Cape or sculling on Gull Pond in Wellfleet, until health curtailed his activities. He was also an accomplished gardener, orchardist and collector of antique fishing tackle. In more recent years, he wrote poetry, publishing five books of his poems and winning several awards, including honorable mention in 2003 from the Robert Frost Foundation for his poem "English Sparrow."
