The construction of the site was undertaken by the web site development team of Ian Dorward and Andrew Payne - this team has recently been engaged in developing a set of progressive web sites :- Relational Skill, Organizational knowledge and Development Management at academic institutions which are aimed at empowering local communities through the new electronic communication modes.

The logic behind this web site and its partner sites is that of;

• developing an outreach tool which enables the academic institution to ascertain what services the local community requires of it when shaping its educational programmes and organising their delivery
• to create tool kits or resource packages on the web which enable the local community to better access civic resources and extend their learning opportunities
• to create active feed in and feedback channels which enable the local community and relevant agencies both local and further afield to appropriately influence the content, context and character of educational activities in accordance with the needs of a diverse society.

Global Learn Day II, organised by an international team of academics, is anchored on Professor John Hibbs, Benjamin Franklin University and is geared towards demonstrating the connectivity of the international community in the field of distance education and towards opening up membership of this community to the wider public.
