General: This is a contested city "officially" controlled by the Sabbat. The Sabbat of NYC see Albany as nothing more than a suburb of NYC and refuse to allow any Sabbat of power to remain there long. So mostly it has roving nomad packs. The Camarilla has a token number of vampires there, but solely because they were there first and refuse to go and have been mostly ignored. The Giovanni had a strong presence, but they have all disappeared.
