The Six Stages of the Season

Stage 1: Predraft begins on March 1st. At this time the RS Roster is merged* with the Active Roster and some teams may need to trim their Roster Size. Owners have until the end of the predraft stage to complete this task. Trades are allowed. Moves are not allowed.

Stage 2: Draft begins at midnight eastern time the day prior to the NFL draft. The actual draft begins the second Monday following the start of the NFL draft and will continue at a pace of one pick per weekday, with Holiday breaks for Memorial Day and Independence Day, until all five rounds are complete. Trades are allowed. Moves are not allowed.

Stage 3: Preseason begins at noon eastern time the first Sunday following the completion of the IFL draft. Trades and Preseason Moves are allowed. Regular Moves are not allowed.

Stage 4: Regular Season begins at noon eastern time on the opening day of the NFL season. Trades are allowed until noon eastern time on the seventh Sunday of the NFL season. Both types of Moves are allowed.

Stage 5: Post Season begins at noon eastern time of the fourteenth week of the NFL season. Trades are not allowed. Both types of Moves are allowed.

Stage 6: Off Season begins at noon eastern time of the seventeenth week of the NFL season. No action of any type is allowed.

Roster and Starting Team Rules

Active Roster (AR)

May contain up to 25 players.

Reserve Squad (RS)

(a) Size - Each owner may place a maximum of 3 players on the RS. These players do not count towards the active roster (AR) limit of 25.

(b) Eligibility - Any player (except team D/ST) is eligible for the RS.

(c) Starting players from the RS - RS players are not eligilbe for starting lineups.

(d) Activating a player from the RS - A player on the RS may be activated to the AR at any time at the cost of 1 FA move.

(e) Moves and RS - Placing a free agent picked up from waivers on the RS will cost 1 FA move. A FA move is NOT used in the following situations 1) releasing a player from the RS or (2) placing a player acquired during the draft on the RS 3) moving a player from AR to RS.

(f) Trades and RS - Players on the RS may be traded. Owners receiving players in trades may designate them as they wish with no FA move cost. AR and RS player limits are the only restrictions (i.e. owners may need to cut players to ensure that their rosters are legal).

(g) End of Season - Like the current IR, the RS and AR will merge after the season (with the exception of Rule 4/5 players - see h). Teams must have the AR down to 25 players at the start of the entry draft. The RS is available for player designation after the start of the entry draft.

(h) Rule 4/5 Designation - Any ROOKIE drafted in the 4th or 5th round of the entry draft (not FAs) may be declared a rule 4/5 draftee (R45). Any R45 designated players may stay on the RS indefinitely and do not get rolled into the AR at the start of the entry draft. The R45 tag is removed when a player is removed from the RS of the drafting owner (by trade, release, or activation). The purpose of the Rule 4/5 is to add value to 4th and 5th round selections of the entry draft.

(i) Phasing in R45 - Since some teams have traded away future 4th and 5th round picks in the past , Rule 4/5 will be phased into existence. During the draft of 2003 each owner is alloted one R45 slot on the RS. During the draft of 2004 each owner is alloted an additional R45 slot on the RS.

Starting Lineup

A team may start a maximum of 1 quarterback, 2 running backs, 3 receivers, 1 tight end, 1 kicker and 1 defense.

**Bridged Players do not count toward Active Rosters.

Preseason and Regular Season Moves

Preseason Moves: Each team will have at least one Preseason Move to use in any manor in which they deem appropriate. Additional Preseason Moves will be awarded to eligible teams at the beginning of the Predraft stage based on their final finish in the prior year. Teams that failed to qualify for the Post Season will be awarded two additional Preseason Moves and teams that qualified for the Post Season but did not play in the IFL Championship Game will be awarded one additional Preseason Move.

Regular Season Moves: Each team will have six Regular Season Moves to use in any manor in which they deem appropriate.

Use of Moves: Moves can be used to add and/or change a player on a roster (AR or RS) or they may be traded. Moves used to add or change may be used at a rate not to exceed one per week with a week beginning at noon eastern time on Sunday.

Bridge Moves: Both types of Moves may be used for a Bridge Move so long as Regular Moves can legally be used and your team has a game in the week upcoming. A free agent is added to a teams Active Roster and a player on the Active Roster is designated for release. If the player bridged in is named as a starter for the game upcoming then the owner has the choice of retaining either the player bridged in or the player bridged over the following week but if the player bridged in is not named as a starter in the upcoming game then the player who was bridged over becomes a free agent.

Trades

A trade is the exchange of Players, Draft Picks and/or both types of Moves agreed upon by two or more owners; subject to the rule governing Predraft Moves, Active Roster and Reserve Squad.

Playoff Qualifications

Division Tie Breakers: Should more than one team finish with identical division leading records the order for breaking the tie will be as follows; head to head record among the effected teams, division record among the effected teams, total points among the effected teams.

Wildcard Tie Breakers: After the Division winners have been selected three wildcard teams are selected and ranked. Should more than one team finish with identical records the order for breaking the tie will be as follows; head to head record among effected teams, total points among effected teams.

Playoff Matchups

The top two division winners receive a first round bye. If there is a tie then the Wildcard Tie Breaker rule applies. The final division winner is given the first wildcard spot and the three wildcard teams shall follow based on the order determined by application of the Wildcard Tie Breaker rule.

The third division winner will play the third wildcard team and the first wildcard team will play the second wildcard team in the first round of the playoffs.

The first division winner will play the lowest ranking surviving team; in order, wildcard team three, wildcard team two, wildcard team one; and the second division winner will play the highest ranking surviving team in the second round of the playoffs.

Playoff Tie Breakers

First Tie Breaker: Add the disregarded passing, rushing and receiving yardage together by category and apply points according to the scoring rules.

Second Tie Breaker: Add half of the disregarded passing yardage to the disregarded rushing and receiving yardage and apply points according to the rushing or receiving scoring rules.

Third Tie Breaker: Add half of the disregarded passing yardage to the disregarded rushing and receiving yardage.

Draft Order

Draft order will be determined at the beginning of the Predraft Stage.

The order for the first round of the draft will be determined by blind draw. The six teams that qualified for the Post Season in the prior year will each have a 1 in 33 chance. The remaining teams will have the following chance based on order of finish. The team that finished with the worst overall record will have a 7 in 33 chance, the team that finished 11th overall will have a 6 in 33 chance, the team that finished 10th overall will have a 5 in 33 chance, the team that finished 9th overall will have a 4 in 33 chance, the team that finished 8th overall will have a 3 in 33 chance and the team that finished 7th overall will have a 2 in 33 chance. The order of blind draw will select the draft in round one from 1st to 12th and each team that has been previously selected will have their additional chances disregarded. In case more than one team finished with identical records then the Wildcard Tie Breaker rule will be applied.

The order for the four remaining rounds of the draft will be determined by blind draw.

Division Assignments

The six teams that quality for the Post Season will be assigned to their divisions based on how they qualified for the Playoffs. The division winner with the best record will be assigned position A1, the division winner with the second best record will be assigned position B1 and the final division winner will be assigned position C1. The wildcard team with the best record will be assigned position C2, the wildcard team with the second best record will be assigned position B2 and the final wildcard team will be assigned position A2. The six teams that failed to quality for the Post Season will be randomly assigned to positions A3, A4, B3, B4, C3 and C4 in a blind order at the beginning of the Predraft Stage.

The schedule includes a minor strength of schedule adjustment. Each of the six teams that make the playoffs will play 4 of 7 non division games against other playoff teams and each of the six teams that did not make the playoffs will play 3 of 7 non division games against playoff teams.
