Q. Recently I came across a sentence: "Layout changes are the second lever". It sounded a little odd as I felt that "second lever" is the subject of the sentence and so the verb should be "is." What do you think?

A. The verb is correct. The subject is "changes." "Lever" is a predicate nominative, a word that comes after a linking verb and renames the subject.
