or To whoever borrowed the frisbees:

A. To whoever borrowed the frisbees: This is the correct form. "Whoever" is the subject of "borrowed." People sometimes want to use "whomever" because it comes after a preposition. However, the object of the preposition is not "whomover." It is the entire clause "whoever borrowed the frisbees."
