These are some differences that I found between the English version and Simplified Chinese/Traditional Chinese version and Japanese version of Pocket PC 2002 on iPAQ 3870. These are just my observation and are by no means complete.
English version | Simplified/Traditional Chinese version | Japanese version |

Terminal Services Client | Not built-in
Avantgo | Not built-in | |
Calculator | Calculator is the same as that on Pocket PC 2000
Keyboard | Keyboard does not have the "extra" character set, like 'é' or 'ö'; but it includes Chinese or Japanese input system
Block Recognizer, Letter Recognizer, Transcriber | Chinese input system, includes a full-screen handwriting recognition system | Japanese input system, no full-screen handwriting recognition system |
Spell Check | The equivalent would probably be the handwriting recognition engine
6.57Mb iPAQ File Store | 1.70Mb iPAQ File Store | 0.97Mb iPAQ File Store |

Note that the free FlashROM space available as File Storage is much smaller on the Chinese and Japanese system. Localisation requires quite a lot of memory. The font file for Simplified Chinese system, sunfon.ttf, is 4.48Mb; msming.ttf in Traditional Chinese system is 3.02Mb; msgothic.ttc in Japanese system is 4.00Mb; Compare this to tahoma.ttf which is 127Kb. Chinese and Japanese versions of iPAQ have always had at least 32Mb FlashROM since Pocket PC 2000, because the ROM images have always been bigger than 16Mb.
