In
Argentina, as of 1989, with the ascent of Menem al to be able, the process
newliberal, that had been initiated decades behind, gave a leap of
quality. The great bourgeoisie monopolyst, associate narrowly with the
capital international financier, was dedicated to finish of to take the
remainders of the model of capitalism national that had been built in the
half of the century XX.
The businesses of the State the ones that had great importance in the
capitalist development Argentine, above all in the second half of the
century XX, they were delivered to monopoly capital, in the first place
al American, followed by fence by the monopolys European, in individual
the Spaniards. The external debt, that in 1983 barely exceeded 53.000
million dollars grew until arriving at more than 140.000 million. The
national bourgeoisie, that already was severely affected, almost totally
was extinguished. In the meantime, the small rural and urban bourgeoisie,
saw to accelerate its proletarización. However, the working class went
the most affected one by the process of advance of the imperialism in
Argentina. A series of laws and decrees trimmed the rights of the
industrious front al capital permitting an extraordinary increase of the
exploitation, while the unemployment grew incessantly affecting at more
than the 30% of the no pay. Also the system of the social security
deeply was modified. The retirement benefits were reduced and the
business was delivered al the monopolyst capital. The education and the
health followed the same road. On the one hand the portion profitable was
privatizada, while, what remained in the hands of the State and was
directed to the popular sectors, deteriorated brutally.
The popular resistance al advance of the capital one monopolista went
growing slow but incessantly as of the known rebellion as the Santiagazo,
in 1993. The workers of the state businesses faced the process of
privatización, the employees of the State fought against the despidos,
while the educational and the students, they did it against the
deterioration of the popular education. Further on, the thousands of idle
workers were organized in the movement "piquetero", first in the provinces
more empobrecidas to reach, in the last years, the industrial cord that
surrounds to Buenos Aires. Including, the small rural and urban
bourgeoisie was incorporated al popular torrent of fights.
The government of the party Peronista headline by Menem, totally no
prestige among the masses, was replaced for the Alliance of the
Radical party and the social reformists of the Frepaso. De La Rúa, the
new president, deepened still more the model one newliberal. It enlarged
the payment of the interests of the external debt while grew without pause
the capital one and reduced, still more, the salary of the workers in
activity and of them retired. The increment of the exploitation of the
capital one monopolyst, in the framework of a gigantic crisis of the
capitalism one, so much international as localities (in our country the
recesión economic exceeded, in February of 2002, the 44 months)
condicionaron the growth of the popular fights. To mediados of 2001
habitual demonstrations were done, strikes and the cuts of the routes by
the idle. In the legislative elections of October was done evident the
popular refusal to all the variant politics, including the reformists.
Around the 50% of the population showed its opposition al gigantic process
of saqueo of the imperialism and to the parties electoraleros, voting in
white, annulling its vote or directly being abstained of voting. The
government of the Alliance, that had lost the elections front al
peronismo, followed applying the political and economic orders of the Fund
Monetario International, worried, in the first place, by the payment of
the interests of the external debt. In December, De La Rúa ordered the
confiscación of various thousands of millions of dollars, placed in the
banks, pertinent, in its greater part, to asalariados, retired and member
of the small bourgeoisie. This robbery was the detonante of the popular
rebellion of the 19 and 20 of December. Thousands of persons were faced
during two days with the represión police, that ocasionó various dead
persons and they continued the fight challenging al state of place, to that
was ousted al government of the Alliance.
The political process, after the heroic rebellion, is flowing into in a
revolutionary situation. The imperialism and the distinct fractions of the
great bourgeoisie monopolista Argentina are found in an enormous crisis
and they fail to consolidate one more government or less stable.
First they tried with the peronista Rodríguez Saa, but their lack of
support in the dominant class and a gigantic demonstration, they ousted
it. The present president, the also peronista Duhalde, that was vice
president during the government of Menem, he has deepened them measured
that they inflame to the popular sectors. With a devaluación of the
currency of the 100% achieved a brutal salary reduction and an enormous
growth of the confiscación, by the banks, of the popular savings.
Duhalde, besides, has been proposed to continue applying the instructions
that the imperialism give it, privately through the Fund Monetario
International. Thus, the budget for the current year foresees to continue
paying the interests of the external debt, to reduce the salaries and
to trim in education, health and social security.
At the same time, the workers, occupied and idle, and other popular
sectors have increased the refusal to the politics of exploitation and
misery. Thousands, daily, they continue carrying out demonstrations,
strikes and cuts of route claiming that go all, showing a deep hatred to
all the politicians of the class ruler (legislators, member of the
Executive Power and including the judges of the Most supreme Cut of
Justice). The politicians of the system and the majority of the union
direction cannot be exhibited in public without they being repudiados by
the masses. Besides, in the large cities popular assemblies have appeared
organized by neighborhood. In them, thousands of asalariados and sectors
of the small urban bourgeoisie begin to debate the possibility of building
a new society. However, they should be indicated two large weaknesses in
the popular movement that are narrowly related. In the first place, the
working class industrialist yet has not been incorporated massive and,
because of it, neither he directs the process. In second place, though
exceptional conditions for their construction have been created, not yet
he exists in Argentina a P.C.M.L. capaz of conducting the workers and
the town toward a revolution that crush the State of the imperialism and
of the great bourgeoisie monopolista Argentina and comience the
construction of the socialism.
