(a) I think the limited third person point of view is
appropriate for the story so that you can know in detail who the man really is
and it shows what the specific person is thinking.
(b) The story might be different if Bierce had used an
omniscient third person because you would be able to see how everyone felt and
be able to have a sense of sorrow for Farquher. Also he manipulates our reality
and shows us one person’s thoughts. The people would also know that Farquher
was dying.
