Elliot Carver is the villain in the movie Tomorrow Never Dies. Elliot Carver, worldwide media baron, sets up a "delicious" story as he puts it, by making China and the British feud over the loss of a ship and a plane. As the war escalates, Carver is there every step of the way. Carver is introduced to Bond at the celebration of the launch of his newest satellite. Their next encounter is at Carver's newest building in Vietnam, where he sentences Bond and Wai Lin to torture from Stamper. When Carver's plans go wrong, he abandon's the scene, leaving on his helicopter. The next time they meet is on Elliot's stealth ship where he is planning to watch the war between the British and the Chinese, and exacerbate the situation. However, before Carver could carry out his plans, Bond blew up part of the stealth ship making it appear on radar, thus catching the eye of both sides, and making it the target. While Carver, in a state of panic started giving out orders, Bond and Wai Lin stopped the engines, and diffused the missile. However, before Bond could do what he wanted to do, Elliot came up from behind him, and hit him on the head, forcing Bond into a control panel. When Bond realized that the controls for the sea-drill were behind him, he started it up. When the sea-drill came forward, Bond pushed Elliot into it, thus ripping him (Elliot) to shreds.
