Stamper is a henchman to Elliot Carver in the movie Tomorrow Never Dies. When Stamper is first seen by Bond, it is when he is captured by him (Stamper) and taken to Carver's news building in Vietnam. Stamper was introduced to Bond by Carver as "the prodigy of the late Dr. Kaufman". Stamper was being schooled in the art of Chakro torture by Dr. Kaufman. Before Stamper could have his fun, Bond and Wai Lin escaped and fled on a motorcycle. The next time they meet is on Carver's stealth ship when Stamper captures Wai Lin, and tries to kill Bond. During the whole battle inside the ship, Stamper chased after Bond and Wai Lin, finally he caught up with him (Bond). After setting the detonators in place, Bond fought with Stamper, and left him to be blown up by the missile.
