Billie Jean and Binx Davey are sister and brother from the 'wrong' side of the tracks. After Binx's prized motorscooter is trashed by redneck Hubie Pyatt, Billie Jean visits the Pyatt’s beachfront store to collect $608 for it's repair. When Hubie's lecherous father invites her to "earn as she learns" in his upstairs office, Billie Jean makes her break ... only to find Binx in the store helping himself to the money in the cash register. Mr. Pyatt is obviously enraged, and, in the searing Corpus Christi, Texas heat, he is accidentally shot by Binx, who didn't know the gun he found in the cash register was actually loaded.

On the run from injustice, and accompanied by their trailer park friends Putter and Ophelia, the "Billie Jean Gang" become both notorious and revered. After their videotaped message to Mr. Pyatt is played on all local stations, the mantra "Fair is Fair" is adopted by the beachgoing teens of the area, and a grassroots fan-base (fueled by Mr. Pyatt's merchandising efforts) swells in the heat.

Will Mr. Pyatt pay? Will Lloyd's father care that he's essentially run away from home? Will Putter *ever* get her period?
