This is Paladin, pilot of the Star Arrow. He'd rather sip tea and listen to classical music than go to a circus. Like a typical anime character he plays a harmonica to annoy the audience. He is by far the most sensible of the Starvengers acting as the voice of reason in many situations. For example they find a wounded sailor in the sea, Paladin argues that they should not pick him up. They do though and find out he is a Pandemonium Agent! His name in Japan was Hayato Jin.
The hero who sacrifices his life to save the world. His build and hair reminded me of Paladin when I first saw him. Even when not in the robot he wears a cross around his neck, a trade mark of Paladin. His robot Umiganger is very simelar to the Star Arrow.
