INTRODUCTION

The Zhou dynasty is breaking up. The land we now call China is in turmoil. Everywhere factions have been fighting; people have been suffering and dying. The Qin, Jin, Yan, Shu, Wu, and Lu have fought for control and dominance in the region for centuries. The Qin seem to be the group that will take power. As the territories of the rival groups increase, the Qin government needs better ways to administer the state and keep power and the people under control.

The emperor has decided there must be a better way to live! A new philosophy is needed to help maintain peace and order.
