It's not known what started the clashes, which were between members of the same clan in the village of Garbo in the self-administered Somali region.
Medical teams sent from the regional capital Jigjiga are said not to have been able to reach the area because heavy rains made the roads impassable.
Correspondents say it's one of the worst outbreaks of violence the Ogaden region has seen.
