I haven't played the Pirc in a long time. (It used to be my main alternative to the French, until I started playing the Sicilian instead.)
White was fine up until 22.f4?; now his Bishop is frozen and his Queen as well if he opts to protect the pawn.
After 23...Bd7, two possible continuations are
24.g4 h5 25.Kg3 hxg4 26.hxg4 Qg1+ 27.Qg2 Qxg2+ 28.Kxg2 Bxg4; or simply
24.Qc2 Qxf4+ 25.Kg1 (keeping the Queens on the board).
Either way, White would be a pawn down but still in the game.
