Harestail Cotton-grass (Eriophorum vaginatum)
Forms clumps. Stems medium, 3-sided at the top. Leaves extremely narrow (1mm), threadlike and 3-sided. Flowerhead is grey, grass-like, emerging from an inflated sheath; April-May. Fruiting head is much more obvious - like a ball of white cotton; May-July.
