The Rutans are shapechangers. However they can't asume a form without a detailed analisis of the being they wish to duplicate. This will usualy result in the Death of the original  Specimine. They have been at war with the Sontarans cince before the dawn of man. Their natural form is that of a green giant jellyfish. The Rutans lookdown upon other species and are driven to onday dominate the Universe. If the Rutans win the war with the Sontarans they will subjigate all the species of the cosmos.
