Indonesian Churches Targeted by Extremists
Christians in Indonesia continue to face harassment from radical elements
among the majority Muslim population. Not only were three women
convicted of "Christianization" last month for operating a Sunday School
program that included Muslim children (in a trial that was marred by rowdy
demonstrations and intimidation tactics by extremists), but observers in
Indonesia say that a campaign to close down churches has ratcheted up
in recent weeks.
Jubilee Campaign reported on the church closures in August (see the
story on our web site), but since that time the problem has got worse.
One of our sources in West Java told us, "What is happening now is not
new but is a recent escalation." He said some parliamentarians believe the
radicals' strategy is to create pressure through the church closures to
demand new laws based on Sharia--the argument being that Sharia law is
necessary for a sense of security that would allow the closures to stop.
"It is a frightening scenario," our source said. "People who say that
Indonesia is an example of moderate Islam should come and live here and
spend time amongst these communities, for if this is 'moderate,' the world
is in for some nasty shocks."

More Attacks on Churches

Early this morning,
reports came in from
Jatimulya, East Bekasi,
West Java--about 45
minutes drive from
Jakarta.
Three churches here
were closed down five
weeks ago by the Mayor
and enforced by the
Alliance Against Apostasy
and since that time have
held services in the
streets. They were
warned last week to stop
and the church service was very short, but these Christians believe in
upholding the constitution of Indonesia which guarantees the freedom of
religion, so they called on the government and the police to protect that
freedom.
Today they again came into the streets to worship the Lord. They have
been stopped from using their church buildings, forbidden from worshipping
in their homes, so they only have the streets left.
However, this morning the situation became very critical. The three
churches, Lutheran (HKBP), Presbyterian (Gekindo) and Pentecostal
(GPdI) have been holding services on the street and there they have
been terrorized.
Last week when they came to hold a service, they were only allowed
however after about 50 lawyers from Jakarta came to attend the service
together so that the meeting was able to continue as normal. Today the
Islamic radicals have laid out their prayer mats on the road where the
church has been gathering and 300 Muslims conducted their own Islamic
worship service and prayers to prevent the Christian service from taking
place. But the congregations were determined to hold their service and
moved to another street. Amazing!
How is the solidarity of the Church?
Nevertheless it was feared that it was possible that a physical attack
could take place against them if these congregations continue to hold
their service and their fears were realized.
After the church congregation moved to another road, the radicals
became very angry and approached the congregation that was about to
hold their service and attacked them. They mocked and insulted them
with swear words and called on them to disbandon.
Rev Anna, pastor of GEKINDO who is the chairman of the Gekindo Synod
was pushed and shoved till she fell into a drain and was mocked and
insulted. The police on duty, just stood and watched, and some of them
even joined in with the mob.
The commitment of the Christians was strong in the face of the opposition
and they continued on with the service in the streets before disbanding
and going home. This afternoon several Christian lawyers have together
with all the local church leaders to decide on how to respond to the
situation.
If they continue on with church services next weekend there is a great
danger that blood will be shed.
Meanwhile in West Java, three mayors (Bekasi, Bandung and Sukabumi)
have issued a decree closing down three more churches, (GGP, GPDI, and
GKP) The mayor of Sukabumi has also called for the closing down of all
churches without permits in his town.
This move against the churches continues to spread and in the city of
Malang, East Java, 24 churches are under threat while some have been
closed down in the last two weeks as well. In Jakarta, 18 churches in
North Jakarta are wondering when their turn will come after police
collected data on their services during the last few weeks.
It seems that this movement will continue to escalate and the
Government is not being honest when they make international statements
saying they do not agree with these closures when it is government
officials who are providing the decrees to close them down. We are in for
an interesting period of time.
In Poso there has been an increase of "visitors" and there have been 3
assassinations in the last 2 weeks. Last night and today all the churches
in Poso and Palu were placed under police guard. What’s going to
happen next?

where it was by the local community, so that they moved to the
headquarters of Koramil.

Kalimantan was burned down.

Evangelical Church of Christ, Bolaang Mongondow, in the village of Barako,
Gorontalo - North Sulawesi was destroyed by mobs.

The Catholic Church "Christ the King", Jl. Andalas 61 Ujung Pandang -
South Sulawesi was destroyed, and vehicles, items used in the services
and Bibles were burned outside the building. GKKA was also destroyed. 6
Catholic schools and several protestant schools were destroyed. Three
other churches were only stoned by people passing by.

stop holding services by the local head of the village based on
considerations of stability and security.

The Church of Christ the Lord, Kepanjen, South Malang - East Java were
terrorized and closed down by officials and was forbidden to hold any
religious services in any form whatever.

The Pentecostal Church in Indonesia (GPdI), Mumbulsari, Jember - East
Java was destroyed and looted by mobs before finally being closed down
by officials from the District Government and members of the Armed
Forces.

the Church of the Lord in Indonesia (GTDI), Sanan Kulon, Blitar - East
Java was burned down by mobs. 3 policemen were victims of an armed
attack by mobs.

Baptist Evangelical Fellowship Church of Indonesia, (GPIBI), Bantul -
Yogyakarta, was forced to close down its services and was destroyed by
a mob of 500 who were supported by local officials (Muspika).

Branches of the Javanese Christian Church (GKJ) "Modalan" and "Babadan
Gedongkuning" in Kota Gede - Yogyakarta were burned down by mobs.
Before that the churches in Bantul were the subject of intimidation.

Javanese Christian Church (GKJ), Kota Gede - Yogyakarta, was stoned.

Muria Christian Church of Indonesia (GKMI), Karya Tani - Lampung which
was in the process of being built, was attacked and destroyed / burned
down by mobs.

The West Java District office of the Department of Religion officially
demanded that the building of the New Covenant Christian Church (GKPB),
Dawn of Hope, Bandung be stopped and requested the mayor to withdraw
its building permits.
21 December 1997
GKII Tambun, Bekasi - West Java was terrorized while holding a Christmas
service. The Christmas Service was closed down the church was stoned
by youths. The Pastor of the Church escaped by climbing over a wall.

The Ecumenical Christian Church (GKO), Bumi Serpong Damai, Tangerang -
West Java was attacked and destroyed by mobs even though it was in
the middle of a non-Muslim community.

The Pentecostal Church in Indonesia (GPdI) Songgon, Banyuwangi - East
Java was burned down by mobs while the pastor was not present.
25 December 1997
A branch of the Protestant Church in West Indonesia (GPIB) Bethel
Citepus, Subang - West Java was blockaded by mobs from outside the
area and the church vehicle was scratched with nails and the church was
forbidden to hold any Christmas services.

Seventh Day Adventist Church (GMAHK), Langensari, Ciamis - West Java
was ordered to be forcibly torn down by the local government and
community authorities (Muspika) under pressure from the local Indonesian
Council of Islamic Clerics (MUI).

were intimidated by a group of youths and from 3 Jan 1998 were forbidden
to hold church activities routinely. (Baptist Church)

down by the regional mayor.

The Pentecostal Church in Indonesia (GpdI) Puger, Jember - East Java
was stoned by a demonstrating mob.

Kapel Catholic Church Kragan was destroyed by mobs. Javanese Christian
Church (GKJ), Kragan, Rembang - Central Java was destroyed and the
terrace had stones raining down upon it. The shops owned by people of
Chinese descent and Christians were looted and totally destroyed.
28 January 1998
The Pentecostal Church in Indonesia (GPdI) in the village of Bulu Banjar,
Kab. Tuban - East Java, was destroyed by mobs. The chairs, sound
system, fans, pulpit, name board were badly damaged.
4-15 August 2002
Poso, Central Sulawesi. Mobs burned down six churches.

Mobs on the island of Halmahera totally burned down three churches.

The Bandung District Government issued a letter demanding the closure of
a HKBP Church (Huria Batak Protestant Christian Church) which had been
operating for eleven years.

GPII Harvest Congregation, in the village of Sekarawangi, district of
Bandung was closed down based on a letter 01/MUI- DS/2004 conveying
the results of a consultation which in essence decided that the religious
activities being conducted did not have official permission and must be
closed down in order to prevent unwanted consequences.
3 October 2004
The school building of Sang Timur which was temporarily being used as a
place of worship for the Catholic congregation of Saint Bernadette,
Ciledug, Tangerang, was closed down by the Islamic Defenders Front
(FPI) and the community of Karang Tengah. Worship services are no
longer held in this place and the Sang Timur is still closed so that vehicles
bringing children to the school can only reach by road about 350 meters
from the school area.

Incident took place of the destruction of a Faith Training Centre of the
Church of Jesus Christ (GIA) in Karangroto, Region of Genuk - Semarang
by the regional mayor (camat).

The closure of the Tabernacle of David Christian Church (GKKD) and the
arrest and trial of 3 (three) Happy Sunday school teachers, that is, Dr.
Rebecca, Mrs. Ratna Mala Bangun, Mrs. Ety Pangesti who are accused of
causing apostasy and Christianization by the Indonesian Council of Islamic
Clerics (MUI) in the region of Haurgeulis, District of Indramayu. To the
present, the three ladies are still being held in the Indramayu prison and
they have been found guilty and condemned to three years in jail. An
appeal is in process.
The Tabernacle of David Christian Church (GKKD) in the village of Warung
Mekar, Bungursari RT 6 / RW 3, region of Bungursari, District of
Purwakarta was closed by the Islamic Defender’s Front (FPI) Purwakarta.

At 09.45am. the churches in the Permata Cimahi Complex, in Tani Mulya,
region of Ngamprah, District of Bandung were attacked and closed down,

Weighing: 1. That the country guarantee each citizen’s freedom to
embrace their own religion and to worship according to their own religion
and belief.
2. That the government has the duty to provide guidance and help in
smoothing the religion development effort according to their own doctrine
and make certain supervision so that every citizen’s doctrine
implementation and religion development effort can run orderly and
smoothly in harmony.
3. That the Government has the duty to protect every religion
development effort and the adherents’ service implementation as long as
those activities do not contradict the valid law and disturb public security
and order.
4. Therefore, it needs some stipulations on the implementation of
governmental apparatus duty in securing the orderliness and smoothness
of the implementation on any religion adherents’ development and
religious services.

DECIDE
Declaring: MINISTER OF RELIGIOUS AFFAIRS AND MINISTER FOR INTERNAL
AFFAIRS CONSENSUS DECISION ON THE IMPLEMENTATION OF
GOVERNMENTAL APPARATUS DUTY IN SECURING THE ORDERLINESS AND
SMOOTHNESS OF THE IMPLEMENTATION ON ANY RELIGION ADHERENTS’
DEVELOPMENT AND RELIGIOUS SERVICES
Chapter 1
District Head gives chances to every religion spreading effort and the
service implementation by their adherents as long as those activities do
not contradict the valid law and disturb public security and order.
Chapter 2
(1) The District Head guide and supervise so that the religion development
effort and the service implementation by their adherents:
a. Do not make any dissension among religious members
b. Is not asserted with intimidation, persuasion, force or threats in any of
its shape
c. Do not violate the law, public order and security.
(2) In doing those duties mentioned in verse 1 in this chapter, the District
Head is helped and using the local Religious Department Representative
Chief device.
Chapter 3
(1) Religious Department Representative Chief gives guidance, direction
and supervision to those who gives explanation/illumination/religious
lectures or preaching inside a worship place, which leads to all society
group unity and tolerance between different religious adherents.
(2) Local Religious Department Representative Chief tries so that religious
explanation delivered by anyone doesn’t assault or besmirch other
religions.
Chapter 4
(1) Every attempt to build a worship place must have a permit from the
District head or subordinate government officials which has the power to
do so.
(2) The District Head and the officials mentioned in verse 1 in this chapter
give the permit after weighing on:
a. Local Religious Department Representative Chief’s opinion.
b. City Planning
c. Local condition and situation
(3) If necessary, the District Head or the officials appointed could ask for
opinion from religious organizations and local religious leaders and
churchman.
Chapter 5
(1) If dispute and contradiction between religious members occurs
because of spreading/explanation/illumination/religious lectures or building
a worship place, the District Head will make a fair solution without
standing on one side as soon as possible.
(2) If the dispute/contradiction causes criminal actions, the solution must
be handed to law authorities in charge and will be solved based on the
law.
(3) Other religious problems which occurs and solved by the Religious
Department Representative Chief must be reported to local District Head
as soon as possible.
Chapter 6
This consensus decision is valid from the day it is declared.
