I am sure you are well aware of it but the government here has had in place Carnivore for a few months. Of course, it is depicted as being a tool against crimes being planned over the Internet by crazed criminals stupid enough to plan crimes through a communication means that is as open to snooping as the skies are to birds.
In Europe, it is called "RIP" - Regulation of Investigatory Powers.
The truth is, of course, that Internet monitoring is a means of detecting those who are speaking out against government corruption and the like. It is a means for the feds to build a database on citizens of this nation. As such, it will be used to create criminals out of people who are simply using the First Amendment rights, amongst others.
This system assumes every person using email systems to be guilty. It violates the 4th, 5th, 6th, and 14th Amendments but that is this government for you. I am certain it will also be used to identify and monitor those who are acting to keep the 2nd Amendment alive and well by keeping firearms with the intent of bearing arms should the necessity ever arise for an armed confrontation.
Lucky for you who debate the innane, there are many who are acting against this system and hopefully will get it categorized for what it is - a means of the government to build a database of people who wish their liberties be reinstated and preserved, the Constitution defended and obeyed.
One must presume the end is near for liberty, particularly if people can be side-tracked by silly, non-purposeful debating over conservative/liberal non-issues. Too bad the time isn't spent in something worthwhile.
