  Plattsburgh resident, captain of Company C, 16th Regiment of
the New York State Volunteers.
  Summary: Records of Company C include clothing requistions,
rosters, muster rolls, monthly returns, and record of soldiers'
payments sent home, 1861-1863; letter from Pliny Moore concerning
leave and troop movement, 1862; and two letters form Col. Joseph
Howland concerning the activities of the 16th Regiment, 1862.
Other items include map of the Battle of Antietam, 1893,
clippings and programs concerning the 16th Regiment, 1886-1906,
and letters describing the history of the 16th Regiment,
1897-1906, including one from Henry T. Sanford about a battle he
and Palmer were both in, during which Palmer was wounded.
