6" tall bisque mystery doll

All bisque, 6" tall, marked on back with (655 - 15 Germany) The word Germany and the number 15 are bigger than the top number. Doll has had hair repainted, that is all. Any information about this doll, it's manufacturer, time period, value, etc would be appreciated.
