For exceptionally meritorious achievement as Deputy Director of the Advanced Sysytems Concepts Directorate, Edgewood Research Development and Engineering Center, and in other positions of increasing responsibility, from July 1988 to July 1998. His outstanding leadership, initiative, technical competence and superb organizational abilities were key to accomplishing the mission. He developed improved systems and procedures for the U.S. Army, the sister Services, the Republic of Korea, and created standards for the future. Lieutenant Colonel Woltz's achievements, dedication and exemplary performance of duty, which culminate a distinguished military career, are in keeping with the finest tradition of the service and reflect great credit upon himself, the U.S. Army Materiel Command and the United States Army.
