Open new image, color: White. Make your background a light version of the color you want your ball, I did it a Light Blue (R=200, G=230, B=255). Select the Shapes tool with these properties:
Shape: Circle
Style: Filled
Outline Width=1
Create your circle. If it is not selected, click on the Magic Wand on the left, and click on the circle.
Change your Background Color to a darker version of your foreground color. I used: R=0, G=0, B=128. Your colors should look like this:
Select the Flood Fill tool on the left. Properties:
Fill Style: Sunburst Gradient
Match Mode: RGB
Tolerance: 0
Opacity: 100
Left Click on Options, and put these properties:
Blend Mode: Normal
Vertical: 25, Horizontal: 25
Click just on the circle to Flood Fill it.
Do a Cutout (Image, Effects, Cutout) with these properties:
Shadow Color: Black
Opacity: 30
Blur: 4
Both Offsets: 1
Now do a Drop Shadow (Image, Effects, Drop Shadow), with these properties:
Color: Black
Opacity: 100
Blur: 6.5
Both Offsets: 3
Keep circle selected. Now Sharpen (Image, Sharpen, Sharpen). Select none, and crop to the ball's size.
