March Meeting
The next meeting of the
NorthWest Civic Association will be held on Monday,
March 8th, at 7:30 PM at the Burns Avenue School.
Our guest speaker will be Geri Barish of the 1
in 9 Long Island Breast Cancer Coalition.
She will be addressing concerns about breast
cancer and the environment. We encourage
everyone to bring a friend or neighbor.

Report
of Meeting With Twin County Recycling
On
Thursday, February 18th a meeting was
held at the Engle Street asphalt plant. In
attendance, along with Frank Lizza Jr., were
representatives of Twin County Recycling and Vim
Construction. Councilman Torn Clark and
Patricia Conway of the Chamber of Commerce were
present at the invitation of Mr. Lizza.
Representing the civics were Len Ober, Dale
Bennett and Greg Yatzyshyn of NorthWest and Dave
Staton and Art Uhlich of Duffy Park.
Twin County has submitted an
application to the Town of Oyster Bay for
changes concerning construction, operations and
property use. As we understand it the application
includes the following plans:
? Build a new asphalt
plant and expand operations on the 2.2 acres at
the Vim property between Engle and Laurel
Streets.
? Phase out operations
behind Agway - first the asphalt plant and then
the recycling operation.
? Develop the 16 acres
adjacent to and surrounding Agway into senior
housing and an assisted care facility. This
would require a zoning change.
Projected hours of operation
for asphalt production at the new Engle Street
plant would be 6 AM to 6 PM with an anticipated
production capacity of 500 tons per hour vs. a
current 220 tons per hour. The plant would be a
counter flow drum type. Six asphalt storage
silos of 300 tons each would replace the current
four silos of 100 tons each. Trucks would
enter the plant on Engle Street and exit on
Laurel Street. If a state or other public
contract required night deliveries they would
want authority for operating at night. As a
result truck traffic during the night is a
possibility. A fifteen foot high fence with
shrubs has also been proposed to enclose much of
the site.
This is a brief summary of
the plans presented. Many of their plans
are not finalized and construction schedules were
not available. Considering our past
problems with odor and truck traffic, this
proposal was not received well by the attending
civic officers. No commitments were made
concerning the plans. The NorthWest Civic's
position, that we do not want asphalt plants
close to the school and our neighborhood, was
reiterated.
We will invite Twin County to give a presentation
to the membership in the future.

SUMMER PICNIC
The board is working on
arrangements for a membership picnic this
summer. Mark your calendars for Sunday,
July 25. In order to make this event a
success, we need help with the planning. If
you can assist us, let us know at the next
meeting.

~ Health Fair Update ~
There's a lot to be gained
from attending the fair which is being held on
Friday morning, April 30. Free blood
pressure testing and other health information
will be available. The Civic's table will
emphasize health, safety and the
environment. Hope to see you there!

CONSTITUTION & BYLAWS
Copies of our constitution
and bylaws will again be available for members at
our March meeting. We are presently
revising the bylaws and welcome any comments or
recommendations that you may have.

Dues
The costs have gone up for
our post office box, postage and copying.
We've always supported local charities,
organizations and the needy and we would still
like to do so. The dues have not been
raised in a number of years. So with some
regret, the executive board voted a modest raise
in the dues. Changes will take effect for
renewals and new members:

Mystery
Box
Local merchants have
donated items for a mystery box that has been
created to increase membership and encourage
renewals. By simply getting your dues in by May
31, you'll be automatically entered to win the
contents of the box. The winner will be
announced at the June meeting. You need not
be present to win. Membership applications
will be available beginning in April.
