For exceptionally meritorious achievement as Brigade Individual Ready Reserve Counterpart Training Program Manager, while assigned to the Headquarters and Headquarters Battery, 18^th Field Artillery Brigade (Airborne), Fort Bragg, North Carolina from 31 July 1980 to 1 January 1983. The program developed by Captain Woltz was hailed by the FORSCOM and Reserve Component Inspector General as the finest plan in the Army. As a result of Captain Woltz's efforts, the Fort Bragg director of Reserve Components acknowledged that one-third of all Individual Ready Reserve Officers assigned to Fort Bragg during 1982 were trained with the 18^th Field Artillery Brigade. Captain Woltz's achievement in this area reflect great credit upon himself, his unit, and the United States Army.
