For exceptionally meritorious achievement as Brigade Individual Ready Reserve Counterpart Training Program Manager, while assigned to the Headquarters and Headquarters Battery, 18th Field Artillery Brigade (Airborne), Fort Bragg, North Carolina from 31 July 1980 to 1 January 1983. The program developed by Captain Woltz was hailed by the FORSCOM and Reserve Component Inspector General as the finest plan in the Army. As a result of Captain Woltz's efforts, the Fort Bragg director of Reserve Components acknowledged that one-third of all Individual Ready Reserve Officers assigned to Fort Bragg during 1982 were trained with the 18th Field Artillery Brigade. Captain Woltz's achievement in this area reflect great credit upon himself, his unit, and the United States Army.
