For meritorious service while serving as the Director, Damage Control Training Department, Naval Technical Training Center, Treasure Island, from September 1986 through June 1990. Majo Woltz displayed exceptional leadership and initiative in rebuilding the Damage Controlman rating. Faced with manpower shortages, pre-World War II facilities, and insufficient equipment, he was never satisfied with average performance. Major Woltz developed, motivated, and challenged his people toward improving the facilities in which they worked. Through his personal efforts and self-help projects, he saved the Navy nearly $1 million while increasing student capacity, instructor utilization, and training capabilities of his schools. As the sole Action Officer for implementing the Damage Controlman "A" School curriculum and the Senior Enlisted Damage Control Course, Major Woltz was responsible for molding the Damage Controlman's roles and standards of performance for the United States Navy. By his exceptional leadership, vast initiative, and loyal dedication to duty, Major Woltz reflected great credit upon himself and upheld the highest traditions of the United States Armed Forces.
