Roscoe Blaine Skinner, 51, local attorney, died Friday in Hollywood, Fla.
Mr. Skinner had been in ill health for several years and had not been active in law practice since December, 1945.
Funeral services were held Tuesday at 2 p.m. at the B. A. Sanborn & Son Funeral Home, conducted by the Rev. W. H. Bradley. Philanthropic Lodge, 164, F & A. M., held their ritual Monday evening, and members of the Arthur S. Moran Post, American Legion, called in a body.
Mr. Skinner was born in Camden, Jan. 4, 1897, son of George A. Skinner, late member of the Assembly, and Lottie Shorey Skinner. He attended Camden High School, graduating in the Class of 1916. The following year he enrolled in Syracuse University for a pre-law course. He was a member of Lambda Chi Alpha Fraternity.
After a year in Syracuse he left to enlist in the Army and served a year in France during World War I. On his return he entered the College of Law at Syracuse and in his junior year he was elected to Phi Kappa Phi Fraternity.
He was graduated in 1922 and was admitted to the New York State Bar in Rochester in September 1923.
Mr. Skinner became associated with his father in practice of law and in the operation of a retail coal business and general insurance agency.
On Sept. 24, 1926, he married Miss Florence Lovenguth, daughter of Mr. and Mrs. Charles Lovenguth. After the death of his father in 1935 Mr. Skinner carried on his law practice until April, 1941, when he formed a partnership with Stedman Tuthill of Utica under the firm name of Skinner & Tuthill, 70 Main.
Mr. Skinner was a member of the First M. E. Church of Camden, Philanthropic Lodge 164, F. & A.M., the Arthur S. Moran Post 66, American Legion, and Oneida Co. Bar Association.
He was active in local and county politics, having served as justice of the peace for several terms and Republican Committeeman and town clerk.
Besides his widow and step-mother; Mrs. Mary J. Skinner, he leaves two sisters, Miss Mabel Q. Skinner, teacher in Freeport, L. I. and Mrs. Charles E. Prudhon, Watertown.
Burial was in Forest Lawn Cemetery with the following friends as bearers: Kenneth Ostrander, T. Albert Farnsworth, Gordon Lafferty, Eben W. Carle, Chester Anderson & Stedman D. Tuthill.

Abstract Corp, in Utica; P.W. Haley, representative of the Agricultural Insurance Co., of Syracuse; W. Dexter Wilson, Niagra Insurance representative of Syracuse; Harold S. Poole, Jr. Hartford Fire Insurance Co. representative of Syracuse, John A. Warner, American Insurance Co. representative of Syracuse; Mr. Morray, Hartford Accident & Indemnity Insurance Co. representative of Syracuse.
Also these relatives: Mrs. Charles Prudhon and son, Robert of Watertown; Miss Mabel Skinner, Freeport, L. I. and Dr. Laurence MacMillan, Rome.
American Legion ritual was conducted Monday night by members of Arthur S. Moran Post led by Commander Francis Slate and Chaplain T. Albert Farnsworth. For Masonic rites during the funeral services the master Edward M. Bovee, and Chaplain Warren Osborn, officiated and Mark Spainhower sang "In the Garden."

E. Moran Post 66, American Legion, officers and directors of Central New York Abstraction Corp. and the auxillary of Arthur S. Moran Post.
