One of the main objectives of JROTC training is to develop leadership. To lead, one must first learn to obey. All instructions from the school administartion, faculty, and cadet leaders must be obeyed implicitly. Cadets are to obey lawful orders first, then register a complaint to their next higher superior afterwards if they feel the action is necessary or appropriate.

Authority to exercise command is vested in the cadet officers and noncommissioned officers by virtue of their rank and assignment. They establish and uphold the standards of the unit. Normally, this responsibility and authority ceases when they leave the school campus, however, they can expect to enforce regulations pertaining to the wear of the uniform off the school campus.
