Board Elections When Are They Held - Board elections are held once every three months. Terms will run January 1 through March 31; April 1 through June 30; July 1 through September 30; October 1 through December 31st. Nominations should be taken near the middle of the last month in a term (March, June, September, December) and the voting period should last at least five days, taking place in the last week of these months. In the event that a voting period does not run on time or is late, the new Board is to be announced as soon as possible and the term will continue normally. Available Seats - All seats should be voted upon each term, with no restraints on any of them. Members should be permitted to run for any seat of their chosing, provided they have the required talents. A member may hold more than one Seat, provided the member has won the necessary votes and proves that they are capable of handling all associated duties. Who May Nominate - Any member may nominate themselves or another member provided that they are active and not on LOA status in the club. Who May Run - To be eligible for a Board seat, a member must be in good standing in the club. That is, a nominee may not be on Mentorship or have received a rank warning (either one forgiven or not) for two months prior to the election. How the Board Will Work Behavior of Board Members - Board members should act as professionals. Private matters and disputes should be kept just that - private. If a Board member does not get along very well with another member, it is the Board member's duty to continue to act professionally and fairly. Likewise, friendships should not be put above the Board - a Board member should be capable of giving a warning (such as for not meeting rank requirements) to even their best friend. Friendships should not determine whether a person gets a rank, either. Perks of a Board Member - For serving on the Board, a member is excused from meeting all rank requirements. Complete failure to post may result in the loss of rank if the persona holds a leader position. No other perks are available. Voting in the Board - The Board will decide things by a process of voting. Any member of the Board may call a vote at any time. When a vote is called, each member of the Board should put their name beside their choosen answer and explain why they have made that decision. A member of the Board will have only one vote, regardless of how many seats that member holds. How to Break a Tie - In the case of a tie, the Board should review all materials associated with the matter to be voted upon and vote once more. If a tie continues, the matter should be put to Club vote. What Needs to be Voted Upon - This list gives a suggestion of what needs the Board's approval and vote, and may not be complete. All births and deaths of a PC (human, dragon, or pet); all injuries no matter how obtained, especially any injuries that prevents a persona from fulfilling his normal duties; color distribution of all hatchings, as well as approval of an Impression list; any new wings or locations being created, which may also require club voting; a dragon speaking to anybody other than his rider or the mate of his rider; the promotion of any persona; major plotlines that: change the status of a location, affect the majority of a location's population, or involve many people. Disiplinary Actions for Club Members When to Issue a Warning - Warnings should be issued in a polite manner after a member has broken any club rules or missed requirements. A warning may also be given if a club member breaks the stated Canon of the club. Warnings should be issued as soon as possible after the infraction. When Should a Member be Suspended - Only after repeatedly breaking the rules of a club should a member be suspended. A polite letter should be sent to the club member, stating what the member has done and the length of suspension. For the first suspension, a member should be removed from the club for no less than one month and no more than two. The second infraction should result in a six month to a year long period of suspension. For anything after this, permanent suspension should result. All characters belonging to a member on suspension will revert to NPC status and be used as needed with permission of the Board. Misconduct of a Board Member What a Board Member May Not Do - A Board member may not edit or change any votes under any reason, nor can any member submit false information to the club. A Board member is not guaranteed any rank and must earn it like a normal member. Board members must look over applications for a position it comes in, and may not ignore an earlier applicant in favor for another. When Misconduct is Suspected - When misconduct is suspected, all related information should be submitted to the Board. Any involved club members should send in a report about what has been done or said towards them. Under no circumstances is the senario "Somebody told me this, but I'm not going to reveal their name" be used. If misconduct is suspected, all people taking place should step up and reveal any information themselves, without using an intermediatary. The Communications seat holder will be in charge of making sure all available information is there before calling on a vote of the Board; the Board member whose actions are being questioned will not be allowed to vote. In the case that the Communications seat holder is the one under question, any other Board member may step up to see that the process runs smoothly. Actions to Take - Depending on the misconduct, a Board member may: be issued a warning, be required to apologize to the other party or to the club, lose the seat that they hold, or be suspended from the club. An appropriate action will be decided upon by the remaining Board members. If the Board elects to remove the member from the Board or club, another Board member will take over the empty seat until the next voting period. A club member may not be placed in this position. Amendment of this Charter This charter may be amended at any time, provided the entire Board agrees with the addition, deletion, or change. All submissions for the charter should be considered at the same time. The charter may be amended only once during each term. |
