Results: YES (6)  NO (1) - proposal passes

3. (Tim) To change the rule for approving trades with phantom teams so that approval by all but 2 of the teams not involved with the is required.  This is a change from the current, "no more than one negative vote."
(minimum 2/3 vote necessary)

Results: YES (7)  NO (0) - proposal passes

Other talk:
1. There were 2 adhoc proposals regarding the usage/creation of ballparks. Since only 4 members were present to vote at the time these were presented, I will send those out in a separate email for a separate vote.

2.
Regarding the draft date:  I will send out a poll in a separate email to see what date(s) are good.  We will attempt to find a date/time that is agreeable to all.  Keep your fingers crossed!

3.
Regarding the overusage penalty to John (for Kevin Walker): If we are unable to find a replacement manager, the penalty will stand.  If we do find a new replacement manager, the penalty will be rescinded.  Please note that the draft order above does NOT reflect any penalty.

4.
The deadline for submitting your player retention list is February 1, 2002 @ 23:59:59. You may retain an unlimited number of players up to to roster limit of 27.  SOM started shipping the Ratings Disk last Friday.  If you need your own players' numbers, contact Bill.

5.
Regarding drafting procedures: the time limit of 3 minutes to make your selection will be strictly enforced this year.  A timer will be purchased for usage at the draft HQ.  Once you are on the clock, the timer will be set and you will have 3 minutes to make your selection.  Once the timer rings, you will be asked for your selection.  If you are not ready to make your selection at that time, the next person then goes on the clock and you may not select until after him.
