Vice-Chairman Bill Marks called the meeting to order at 7:10 p.m. The minutes from the previous meeting were read. The phrase regarding the rules at Geprags Park was changed to "proposed changes in rules" was changed and the minutes were approved.
Communications included:
Faith Ingulsrud's memo on the planning commission's work session.
Technical session "Keys to Sustainable Landscapes" on Dec 7 in Randolph.
Operating Budget forms.
Lake Champlain Basin Program Grant Solicitation.
Rocky Martin asked the HCC for permission to use their brush hog (DR trimmer) for around town hall and the lagoon banks. Permission was granted by HCC. Rocky will get a key for the barn shed where the brush hog is stored.
Rocky Martin also asked that the HCC consider future needs of the town's water system when the new Geprags Pond is staked and constructed. The pond will be partially fed from a well that the town drilled a few years ago, but was unable to develop at the time because the well is "under the influence of groundwater." This means that additional water filtering would be required in order to use its water. The town chose at that time to drill another well and abandoned the well that will be used to feed Geprags Pond. However, Rocky Martin asked that, in the staking and construction of the pond, we leave enough room for a potential future water line and underground electrical line to feed a future submersible pump, if required. This is particularly important due a recent discovery of MBTE (a gasoline additive) in one of Saputo Foods wells in the downtown area, not far from the town water wells. Allowing for an access road and room for a future water and electrical line would decrease the size of the pond. After considerable discussion, any decision was tabled. HCC noted its appreciation to Rocky Martin for bringing this to our attention.
Nancy Plunkett gave a preliminary report on the LaPlatte River riparian inventory that was done on November 4. She noted that there are some really bad spots (mostly contiguous and through the main part of the town). A full report will be forthcoming.
The next meeting is Monday, November 27. Bill Marks adjourned the meeting at 8:45 p.m.
Respectfully submitted,
Martin Peterson
