The meeting was called to order at 7:05 by Chairman Ted White. The minutes from the January 8 meeting were approved as corrected. There were no minutes for the January 22 meeting.

Under communications, the following items were discussed:

It was agreed to pay continue to be a part of the Association of Vermont Conservation Commissions and the $50 annual dues was approved.

Nancy Plunkett received some information from the Vermont Department of Fish & Game which was passed on to David Wagner.

Announcement from the Agency of Natural Resources for a program entitled "Expanding Cross Country Ski Trails and Shelters on State Lands" to be held on March 7 from 10 a.m. to noon.

Nancy Baker received a video from ANR Water Quality Division entitled "When Rivers Become Unstable: How Streamside Woodlands Can Help Protect Land." This video will be shown during the March 12 HCC meeting.

Ted White suggested that we might promote a second All-Boards meeting and use it as a work session to address common concerns. Martin Peterson suggested streams and wetlands as the issue because it is an issue that affects all of the boards, particularly conservation, zoning and planning.

David Wagner has read through the Zoning and Subdivision Regulations in relation to the Town Plan and created the Assessment of Town Resources. Wagner's list included:
Agricultural and Open Land
Archaeological
Historical
Rivers, Streams, Lakes & Wetlands
Scenic, including ridge lines
Trails -- hiking/cross-country skiing and snowmobiling
Wildlife corridors
Forests

As part of this assessment, Ted White suggested a video entitled "How To Take Care of Your Ten Acres" or "How To Be A Good Steward of Your Ten Acres." It would include information on septic systems, watershed, storm water, wetlands, scenic resources, etc., and be given out with all building permits.

Sarah Blythe, Geprags park ranger, noted that there is an issue with dog owners who take their dogs to the park to use it as a waste disposal area. There is dog poop on many of the trails. There was no resolution on how to handle the situation.

Bill Marks noted that the metal roofing for the barn is coming. The deadline letter for the construction of Geprags Pond has been issued.

Nancy Plunkett said that the draft agreement for two property owners on the LaPlatte River has been mailed. They have received a proposal from HCC to plant total of 950 trees on their properties. Nancy estimated that we would need about 35 people to plant that number of trees in one day.. A plant date and a rain date will be planned for sometime in April or early May.

Storage for the HCC auction will be available beginning March 1.

The next meeting is Monday, February 26. Ted White adjourned the meeting at 9:00 p.m.
