As of Dec 2003, India's population is
near 1.1 billion people and growing to 5 billion by 2050. Government

No doubt, huge population uses just limited resources available. But
population in itself is good and bad. Government should not Interfere.
What Government can and must do is, |

Development: Increase
development, make road, water, electricity available to all city/town/village
and make them self-sufficient. Population will decrease if standard of living
is increasing, Take for example: Bombay or any other developed city. If
cost of living is high, people will have two child then having three to
support same standard of living, people will have one child then having
two. Just like, Villages of Bihar, UP, MP and other less developed states
have high population growth. So Development is critical to raise bar
for poverty. Poor is identified who does not have access to this
three. implemented / maintained with public sector -private sector partnership

Government can give tax incentive to have just one child or no child

Our current institutions are
in desperate needs to funding, to improve everything from building to quality
of education. The idea of Continuing education is an urgent need today.
In fact this can serve as potential revenue for current institutes, as employers
can sponsor them. In addition, what we need is complete revamp of our High
Education system.
- Education should get 7-10% of GDP. Money

engineering college/university, ( IITs and IIMs can easily collect money
from sources other then govt.) )Put right Spirited educational reforms.
- One of the only reason IIT and IIM has reached
such great Quality is b'cause they are autonomus. no
government control except government gives just money. The admission
criteria, course material, examination board to follow, fees, age limit
are left for autonomus institution to decide. Lets replicate
this success throughout India by giving complete autonomy
to primary, secondary, higher, engineering, medical colleges/universities.
They will become profit making, self governing, autonomus institutions.
No UGC like government body to interfere on schoolbooks
or fees by politicians. No more astronomy classes for IIM students at
lower fees.
- Monopoly that the state sector has in providing
school/college education should be opened up to all providers, public
and profit making private firms. Supreme Court should treat education
not just as Social but it must be recognised as Industry. Without
profit no one will do social service. We have huge demand to
educate 300 million people and current supply is for less then for 30
million people. Only private, public-private participation can
help fill the gap.
- Also, we must thank our private tuition
classes and individual tutor for providing such a quality of service and
generating employment and doing social service. Without NIIT, Kelkar and
other private classes we would not have created the talent, we have now.
This institutions have compensated for the poor quality of our state education
system. Allow this classes to become college/university to foster competition.
Existing colleges can affiliate for distance learning class at this private
class with revenue sharing agreement.
- All government institutes should be converted
to Semi - Private institutes, basically government should not interfere
in how much is the fees, what is salaries of professors, what courses
can be offered, How many students can be admitted etc... Increase in fees
may be regulated to some extent, but should be encouraged to sustain same
quality of education. Allow fair Competition and let (market/indian people)
decide the fees they are willing to pay. Do not interfere with fees of
Education. If we are concerned for Poor People then give them vouchers
- The education minister should recommend
that “market clearing” fees be charged at all levels of education, and
students made to pay on the basis of a “means” test. And students should
be allowed to enter a school or college of their choice (via modern voucher
systems).
- Only poor families should get advantage
of government aid, in comparison to current situation where everyone pays
low fees. May be low interest loans for some sections make sense.
- But what about the poor student?
The money earned by charging fees from the rich should go towards a two-tier
voucher system for the poor — scholarship for the fees and living expenses.
Finally, for girl students, at all levels, the scholarship to be higher. Reform our education system
- Forex Reserve of $10Billion
for Only primary education and school infrastucture. Not on secondary
or higher education. Government should only check autonomy
in this autonomus institution. Keep standard guidelines for them to follow
and create cometition among them.
- Government must make good quality roads
to connect schools/colleges to city/villages. School will automatically
get developed by Indians, private, public-private partnership.
- All institutions should be rated
/ ranked for quality of education, student-teacher ratio, attendance,
etc.... autonomus regulating body should put reforms in firm terms with
institutions with inferior quality. This way people get information about
quality standard of educational institution. Recognision by Government
(UGC or AICTE) is not important. Standard is not enforced
but its evolved. Ranking from 1 to 5 is Important. Benchmark: CAT
exam conducted by the IIMs, XAT exam conducted by XLRI, JEE exam conducted
by IIT, NRI and foreign students in the GMAT exam. To check qulaity of India's
school, we need lot more quality checking autonomus Institute, politically
interfered UGC can never do the job effectively.
- If you are out of job or fired, you are
eligible for panchayat level education training program in your field
of expertise (the one mentioned as one of the task of panchayat). For
Unemployed people, give vouchers to retrain them in educational institution
of the area of their choice.
- Progressively remove reservations based
on caste system and put more emphasis on economic conditions of applicant's
family to help poorest of the poor.
- Allow Private University to enter Indian
Market with no pre-restriction. If Stanford, MIT, NJIT like university
wants to teach Indian people let them do so. Diversity in Education is
good, it fosters creativity of different minds. Remember, we have to teach
a billion people and re-train them with advanced skills. Currently, Demand
is huge, Supply is Low. 52% of Indian Population is below age 24.
- Allow existing Colleges to become University.
if they have money let them start teaching quality material of there own
to any age group.
- Syllabi of all education branches needs to be updated. Basic computer
education should become universal.
- Autonomus Education institute can provide
continuing education and make profit too. employers can easily sponsor
such program. Major emphasis should be made on Leadership education, Motivational
education, personnal development, public speaking - all this are need
of the hour for shining India.
- Allow Industry Funding to existing University
so that they can do research and development which is not even there currently.
Also, Give Incentives to rich indians to put money in school and not in
building temples. Citizens should be
encouraged to save for their children's Higher education from the beginning,
if required may be by some Tax incentives.
- During Admission take Income-Tax record
of the student's family and not only the bona fide certificate(place of
birth). Center / State must get out from admission process.
- Only by above mentioned reforms we will
be able to produce not only 2,000 IIT Graduates a year, but 20 Lakh quality
graduates in all areas for e.g. Urban management, Public Service, Management,
Journalism, Film Production, etc...
- In Past IT, Bollywood, Cricket has made
us proud. Now our telecom and highways are making us proud. Let us our
eduation system make us proud in future. Education

In USA, voter elects president who if elected has full power to fulfill
his promises. In India, voters do not elect prime minister who even after
getting selected has no full power to fulfill his promises.
In USA, voter elects governor who if elected has full power to fulfill
his promises at state level. In India, voter elects MPs(member of parliament)
who has no full power to fulfill promises at state level. Because decision
is based on center power equations.
One most important, In USA, voter elects local mayor who if elected has
full power to fulfill his promises at local level and gets full funding
to make local sewages, road, water, electricity, library etc... In India,
voter do not elect local governor or head of panchayat. they are elected
by MPs and even after mayor is elected he/she has no power to make changes
at local level because funds do not go to him directly and he can not
collect money and has no free hand(autonomy).
In India every fourth MP is corrupt, and even has to pass a lokpal bill
to get them out. In USA, a culture is developed. in order to run for state,
center level, he/she must show good credential of public service at local
level first. He must go through series of local democratic election to
run for any of this high seats. In India, local level democreacy is non-existant.
In USA, corporates gives money to senator/congressman legally and is seen
in balancesheet. Money is used during election and also after election
for verious expenses. In India, money goes under the table and is unaccounted.
In surplus USA's $13000 billion economy, election costs 0% of GDP. In
deficit India's $60 billion economy, election costs 5% of GDP.
One of the crucial difference between USA is that Local governance is
very much autonomus, self-governed and gets direct funding.
Also, there is a clear path to move high up the ladder in democracy from
local to state to center level. and make a career change from one Job
description to another. Business people are well interested to participate
at local level. And local level candidate are well respected to move to
state level. i.e. possibility of career growth.

fight for the same consumer market. Competition between public enterprises
and private enterprises is not at all healthy. It imbalances supply and
demand. Lets take example of Road, water, electricity, education and health.
Road: Public enterprise like NHAI only monitors and provide
standard guidelines to follow for quality of road who is funded by private
profit making companies. It does not build the road. Private companies like
L&T , other construction companies makes the roads and charges consumer
directly. No Government Interference. Higher the number of private companies
, higer will be the competition, lower the cost of road.

companies , higer will be the competition, lower the cost of water.

Democracy is definitely an impediment to progress for India and most of Asia. How do you define democracy? Democracy means fairness and equality of opportunities and rules. It does not mean voting criminals and illiterates and dumb people to office and giving quotas and subsidies and penalizing hard working, law abiding people. If you look at this question objectively and from a long term perspective, it is easy to conclude that this so called western style democracy is a recent idea and not one of the greatest. it may not be an obstacle for germany or japan but it is a hindrance for the development of India. the reason is simple this voting based systems do not resolve the conflicts among non homogeneous groups. Germany and Japan are ethnically homogeneous societies, almost everybody is aware, is well informed, and understand modern development dynamics like economic systems, environment and fairplay. India in contrast is a mix of indo-aryan, aboriginal(low castes) and mixed ethnicities who will forever compete and fight each other. So, for india a system of survival of fittest is best, democracy will not work, the only facet of democracy we can take is to make rules for society the same for everybody (no quotas in jobs, education and subsidies for weak and no reassigning of resources-whatever is there take it as status quo) and let everybody compete, who fails let them perish, that is how world lived for last 5000 years. Another issue is India's resouces cannot support more than 300-400 million population, already it is an ecological disaster in India. Unlike West in India majority are not educated and aware of the modern economic systems, for example how many people appreciate that if they do not pay a fair price for energy or food there will not be any left for them in future. The problem is 700 million people in india who belong mostly to the low castes, are poor, illiterate, unaware, physically and mentally incapable to compete, can never be able to assimilate the meaning of a balanced eco-system and a sustainable economic system, they live hand to mouth, one day at a time, they cannot make an informed decision. so for India and Asia it is time to dump this notion of democracy being a solution, even US realizes this electoral democracy is a liability for them in many aspects, see how democrats and republicans are fighting the dirty wars of conservatism and cheap populism. Most important is that India and China must cut their population by at least 60%. The world population cannot be higher than 2-3bn. It is insane how we have destroyed the eco- system of the world. In order to meet all these objectives india must do away with the present electoral democracy which gives a chance to people like Lalu, mulayam, mayawati, Devegowda to come to power. The least that can be done is go for a working presidential system or directly elect the PM and CM for 5 years. Get the government out of the lives of people, NGOs, and private sector must control every enterprise and social systems. For this we need to privatise all industry and remove all Babus and clerks from the governement, let people run their own enterprises.We cannot do these in the chaos of this democratic system. The best societies like Japan, Germany, Singapore, Hong Kong were all developed y well thought out, strong political systems not chaotic systems like India has.
Question: Till How Long India will remain Poor?
Answer: India will remain poor if any of below is true.
- Quota System based on cast for Education, Jobs or anything and it is not based on Financial Situation.
- Hire-Fire is not allowed.
- Opening a Company takes more then 21 days.
- Land Reform are not completed.
- Less then 40% of GDP spent on Education, Health, Infrastucture.
- More then 5% of GDP spent on Defense, Subsidy, Goverment owned Companies, railways.

How to overcome this scenario?
a) Start with $5/hr minimum wage, let the cost come out from pockets of GOI(subsidy, PSUs,politicians pocket, GOI Real estate).
b) Huge Tax Benefits to Business on donation to charity
c) Allow Wal-Mart, cheaper food at store will allow savings. no middleman.
d) Improve Infrastucture - Water, Road, Electricity, Education, Health, Tourism, Unemployment Training (Job Creation)
e) Apply the above reforms to Bengal, UP, Bihar where population growth is huge, and create an example for rest of the the country to follow. It's not no child left behind, it's only one child per family for a long time.
f) complete autonomy to local panchayat. let them collect money locally to spend locally.
g) When we see beggers, donate some money and request them to go to local panchayat.
