With the help of Our entrepreneurs like Reliance, Tata, Wipro, HLL, Infosys, L&T, HDFC and many more: Let us Rebuild India.

As of Dec 2003, India's population is near 1.1 billion people and growing to 5  billion by 2050. Government sponsored program of population control of two child hardly works. No doubt, huge population uses just limited resources available. But population in itself is good and bad. Government should not Interfere. What Government can and must do is,
Development: Increase development, make road, water, electricity available to all city/town/village and make them self-sufficient. Population will decrease if standard of living is increasing, Take for example: Bombay or any other developed city. If cost of living is high, people will have two child then having three to support same standard of living, people will have one child then having two. Just like, Villages of Bihar, UP, MP and other less developed states have high population growth. So Development is critical to raise bar for poverty. Poor is identified who does not have access to this three. implemented / maintained with public sector -private sector partnership (Domestic & International partnership) with huge incentives and speedy results.(By 2010). Use of "technology" to complete speedy implementation and monitor progress.
http://inhome.rediff.com/money/2004/oct/27guest.htm
Government can give tax incentive to have just one child or no child to couples. Less the child more tax incentives.
All Government owned business like LIC, GIC, MTNL, Maruti etc... should be sold and all money should go for this three areas.
Imagine a village where every villager, files tax returns, pays property tax, pays for water, electricity & road(24/7) : we have recipe for negative population growth.
As Per Moore's Law ( Hiren's Law ) In order to reduce 10% of future population,
a city/town/village should increase one highway lane to two i.e. from 1 road lane to 2 or from 4 road lane to 5.

Only After this reforms we will be out of stoneage to industrial age by 2020.

Poverty-Reservation
Are SCs, STs and OBCs are Backword classes? What is definition of backword class? Do we know income of this groups with high accuracy? For that matter do we know income of our 1 billion people with high accuracy?

Education Reforms

Our current institutions are in desperate needs to funding, to improve everything from building to quality of education. The idea of Continuing education is an urgent need today. In fact this can serve as potential revenue for current institutes, as employers can sponsor them. In addition, what we need is complete revamp of our High Education system.

BUDGET - On How to spend 120Billion$ Forex Reserve on India:

Following Activity Government should completely go OUT.
Is India Facing Argentina-Like Debt Crisis? fiscal train wreck waiting to happen, A Balance Sheet Crisis in India
Manufacturing any product and services, Airline business, Telecome business, Insurance business and other commercial business which government is indulged in direct or indirect way. No Government Interference. Government should check autonomy in this autonomus institution to create competition among them and better customer service.

Inefficiency in Infrastructure projects by Goverment. (BOT)
First they wanted to Build it.
Now they want to Operate it.
So now when will they Transfer?

Job related to Government
Grass-root Democracy, Panchayat raj, should become complete autonomus. No Government Interference. Government should check autonomy in this autonomus institution.
Infrasturucture related to Roads, Water, Law, Taxes etc.. should be given complete autonomy in functioning. Government should check autonomy in this autonomus institution.
Security is priority of government.
find ways to improve employment in non governmental business.
Show an example of democratic functioning of Parliament : Right to speak with freedom : Listening to all parties views : creating discussion groups : reguler all parties speeches to discuss issues among each other and debate with peace, open ground discussion.

Professor Sigh - Forum of Excellence
Great Job Mr. Manmohan Sigh for initiating forum discussing local self-governance. It would be great if we apply carrot and stick approch not only to local panchayats but also state government too if they do not implement self-governance in right fashion.
In Order for India to reach higer standard of America and China, in regards to Economy, Infrastructure, Democracy, Law, Education, Health
This is an open forum for discussion. ( Autonomy means ability to run independently and run like a corporate business with proper checks and balance sheet )
Examples of Corporate Business: Infosys, Wipro, Tatas, Birlas, Reliance, IBM, Microsoft, GE
Bad Examples of State run Business: MTNL, BSNL, Air India etc .. ( or Non Corporate Business examples )

Other Social Activity
Like Education and Health should be with public-private participation. No Government Interference. Government should check autonomy in this autonomus institution.
I believe we have achieved great things in last one decade as far as GDP Rates are concerened from 2.5% of Hindu Rate to current Fiscal of 6%. We sure need lot more work in the following areas: Panchayat Raj or so called self governance where ceneter or state does not dictate terms, but local requirements decide the usage of funds. Reforms in Infrasturucture projects like Road, Water, Electricity and Health to provide transparent system with no chance of curruption.  Privatisation at Full Scale to achieve good quality governance and competition. And One of the most neglected area, educational reforms. Without quality education to our masses we can not expect great leaders of tomorrow. Real Democracy and Freedom of Speech is something we have yet to experience.

Some Startling Figures
EarthQuake in Kutch and North India and Other Parts Killed 1 Lakh people in 2003 , This number is expected to be 1 million ??? by end of Year 2050
Flooding Excessive in South Asia - Bangladesh - East Bangal Killed over 2000 in 2004, This number is expected to be 2 million by end of Year 2050. Will it take another tsunami, killing millions to build a worning system and state of the art evacuation system? We need state of the art road, water, electricity with proper focus on urbanization and earthquake proof high rises. This all will help smoothen evacuation. Life cheaper than warning system?
Delayed Rain / Drought situation(Gujarat, MP and other states). The farm-sector accounts for about 22 per cent of the country`s gross domestic product and supports about 60 per cent of its billion-plus population( 600 millions people) in 2004, This number is expected to be 1 billion ??? by end of Year 2050
Global warming is something we in India have not seen. If temperature goes back to -25 degrees F in chilling cold to as high as 130 degrees F. Do we have plans to save million from starvation death or bad weather related deaths in bombay or other places?
Religious Riots in India alone killed 20 to 30,000 people alone in year 2003-2004, This number is expected to be 1 million ??? by end of Year 2050
Big Dams and Other Man Made Big Projects like railways, bhopal treagedy alone has displaced people in rural india. Quality check is essential.
Today, big business seems to be in the driving seat. One report in the media recently claimed that, ‘‘Twenty years ago, CEOs made an average of 40 times over the factory floor-worker. Last year it was 400 times more, and is now climbing to a multiple of 500."
Rich, poor gap fuels religious militancy.
Imagine few hours ago you are @, Kutch before earthquake, Costal Tamil Nadu before killer wave stricke, Godhara before riligious riot started.
Cuba leads world in managing disasters

100 Day employment Guarantee.
Panchayat direct funding ( PRI ) is impossible, Any Takers?
Great Job Mr. Manmohan Sigh for initiating forum discussing local self-governance. It would be great if we apply carrot and stick approach to local panchayats also state government too if they do not implement self-governance in right fashion.

Those states who decentralize quickly and transfer complete powers (autonomy) to Panchayats will get more share of money from center directly to Panchayats. ( States Like Maharashtra, MP, Rajasthan, TamilNadu, Kerla etc ...)
Those states who decentralize slowly to transfer powers to Panchayats will get less share of money from center directly to Panchayats.. ( States Like Bihar, UP, Assam etc ...)
Center will fund all training program related to effective functioning of Panchayat.
Panchayats with high quality people with good social experience, good education, good business skill will be given high salary.
Panchayats with Low quality people with no social experience, no education, no business skill will be given low salary. -> Fired.
State is mandated to provide quality ranking of its panchayats from superior to Inferior. ( States get money for only Quality Check, the bureaucrats)
Caste Atrocities at Panchayat - Every year election of panchayat members, Heavy checks for contesting for upper caste, political linked people. Appear for panchayat exam in order to get elected. History of social work is must. http://www.outlookindia.com/full.asp?fodname=20041011&fname=Panchayat+%28F%29&sid=1
Panchayat is made up of five people democratically elected. One person must be a teacher or professor. One person must be doctor. One person must be Computer programmer (To Implement Egovernance) one person must be woman, one person must be social worker, one person must be minority
Profit Making - Self Governing - Autonomous Panchayats (Facts)
The Asian Development Bank(ADB)-aided three-year project under implementation since June 2002 in Vayalar Panchayat involving 850 beneficiaries had generated an average net income of Rs 12,348 per participant per year in the production of high value items including coir yarn, while in intercropping, covering 82 holdings of an average of 0.27 hectare, it generated an average net income of Rs 8,055 per holding.

Unions & Strikes
The All-India Motor Transport Congress has gone on strike protesting the newly implemented 10% service tax. However, the government has responded that the tax has been imposed on booking agents and not truckers themselves. JM Saksena, secretary general of India Motor Transport Congress, B N Dhumal, president of the All India Motor Transport Congress is a Union of  3 million trucks.
Solution to Truckers Strike: PIC: Punishment, Incentives and Competition.
3 million truck drivers can work as small business owner or can create their own company or can work with BSE listed Transportation company.
A database of small business truck drivers will be available on internet, so that anyone can place an online order to hire truck at the price negotiated by small business truck driver. ( No Middle Man ) Use Reliance InfoComm Service- Service round the clock.
Relax Laws for India Inc. to make more BSE Listed Transportation Companies. Tax Incentives for Small Business Owner or Individual Truckers.
Penalty for not paying Income tax to any of the above three types of business owner. (sole / group / BSE listed company)
All Booking Agents can be listed company in BSE Transportation company or small/large company in order to work as a business. All Booking Agents (sole / group / BSE listed company) must convert into small/large corporations and file Income tax returns.
AIMTC should be put in court for loss of thousands of crores of rupees due to strike under essential goods act.
Tough Checks on Quality of truck and higher emission standard and equip police to better monitor truck movements with decentralized database. Good for security during this bad times of terrorism.

Capitalist Stock Market - What it takes to build robust Capitalist Society?
Listed Domestic Companies must adhere to International Standard of Accounting and transparency in income/expense and other stock related data. Companies must be audited frequently for accuracy of data.
Allow 100% of Domestic Individuals / stockholders participation via pension plans, mutual funds, stocks. Provide relevent data showing capital appreciation via stock market.
Invest in Social Security and other programs via stock market.
Make sure local markets are not heavily dependent on Foreign Capital , FDI. This can cause bubble/bust situation very easily.

Foreign Investors must be entertained via Social Security Funds, Mutual Funds , Pension Plans, which are long term in nature. Emerging markets like India should be viewed as long term investment partner, rather then short term.

WHERE Plan - For Urban and Rural India -Every Government gives it different name, some call it NCMP, NCRI, or CMP
Water by 2015
Health by 2020
Electricity by 2010
Road by 2010
Education by 2010

Road To Prosperity
Road brings development to city/town/village and far reaching rural places.
Road unites people of different background of caste/culture/creed/language/food habit.
Helps in removing caste based society to free society in open environment.
Road allows people/every individual to have access to car(nothing but access to Freedom).
Road allows people to work far places and helps industry to get required resources.
Road allows industry to achieve economy of scale.
Tourisum Industry relies completely on good quality roads.
Many more new Industry gets created just because of Road.
People can breath freash air on Road to get clear thinking of mind.
Unplanned roads create bed cities with lots of congetion and planned road create urban city.
Road helps to reduce poverty by increasing standard of living of poor who did not had access to road.
Good roads help during evacuation during earthquake like Kutch , Tsunami.
Good roads help police to catch criminals quickly and easily.

No Doubts earth quake tsunami warning system are important. I would rather spend my money in building roads, water and electricity. So that evacuation can start quickly. People live in high rise buildings and not near coastal areas with congested streets. India's all cities and villages are ill-equipped for disaster recovery. Good roads will go long way to help fight crime by police, proper urbanised cities, people to move freely and quickly - help for evacuation, remove caste barriers with market driven cost of living.

Pradhan Mantri Bharat Jodo Pariyojana (PMBJP) $10 billion 17K, kilometres
National Highway Development Programme $20billion -> 34k kilometres
Pradhan Mantri Gram Sadak Yojana 102k kilometres-> $ 76 billion
Total By 2012 153k kilometres total -> $ 106 billion

Difference between USA Election Vs Indian Election / Difference between Real Democracy Vs Old style Democracy
In USA, voter elects president who if elected has full power to fulfill his promises. In India, voters do not elect prime minister who even after getting selected has no full power to fulfill his promises.
In USA, voter elects governor who if elected has full power to fulfill his promises at state level. In India, voter elects MPs(member of parliament) who has no full power to fulfill promises at state level. Because decision is based on center power equations.
One most important, In USA, voter elects local mayor who if elected has full power to fulfill his promises at local level and gets full funding to make local sewages, road, water, electricity, library etc... In India, voter do not elect local governor or head of panchayat. they are elected by MPs and even after mayor is elected he/she has no power to make changes at local level because funds do not go to him directly and he can not collect money and has no free hand(autonomy).
In India every fourth MP is corrupt, and even has to pass a lokpal bill to get them out. In USA, a culture is developed. in order to run for state, center level, he/she must show good credential of public service at local level first. He must go through series of local democratic election to run for any of this high seats. In India, local level democreacy is non-existant.
In USA, corporates gives money to senator/congressman legally and is seen in balancesheet. Money is used during election and also after election for verious expenses. In India, money goes under the table and is unaccounted.
In surplus USA's $13000 billion economy, election costs 0% of GDP. In deficit India's $60 billion economy, election costs 5% of GDP.
One of the crucial difference between USA is that Local governance is very much autonomus, self-governed and gets direct funding.
Also, there is a clear path to move high up the ladder in democracy from local to state to center level. and make a career change from one Job description to another. Business people are well interested to participate at local level. And local level candidate are well respected to move to state level. i.e. possibility of career growth.
In USA its not one election, but its 13000 elections. http://economictimes.indiatimes.com/articleshow/908756.cms

Social Difference
India tought me to be satisfied with whatever you have. America tought me never be satisfied with whatever you have and always strive to achieve more, always look out for perfection.

Competition - Survival of Fittest - Law of Economics

Competition brings Quality at affordable price to final consumer. Competition comes with all private entities trying to fight for the same consumer market. Competition between public enterprises and private enterprises is not at all healthy. It imbalances supply and demand. Lets take example of Road, water, electricity, education and health.
Road: Public enterprise like NHAI only monitors and provide standard guidelines to follow for quality of road who is funded by private profit making companies. It does not build the road. Private companies like L&T , other construction companies makes the roads and charges consumer directly. No Government Interference. Higher the number of private companies , higer will be the competition, lower the cost of road.
[Current Demand: 100%(33 Lakhs kilometer), Current Supply: 5%]
Water: is supplied via Dams, water pipes which are build by private companies. Private companies builds the infrastucture and charges consumer directly. Government bodies like XYZ only lays down the standard guidelines/quality standard to follow who is funded by private profit making companies. Government does not build the dams. Higher the number of private companies , higer will be the competition, lower the cost of water.
[Current Demand: 100%( 35 gallon/day/house), Current Supply: 2%].
Electricity: Government companies like BHEL, ONGC etc.. and other must be privatised and sold to private companies.
Government bodies like XYZ only lays down the standard guidelines/quality standard to follow who is funded by private profit making companies. Private companies sell the electricity to consumer as well as farmers directly. Higher the number of private companies, higer will be the competition, lower the cost of electricity. The basic premise is that electricity should be paid for. The deterrent to crime is not the severity of the punishment, but the certainty of it. While the government is pushing the anti-theft legislation through, it will have to ensure that the customer pays for the electricity. Bio-Gas a Reality in India
[Current Demand: 100%( 350 million Btu/person), Current Supply: 5%].
Education: Government must sell all government owned school/colleges/university like IIT, IIM etc... to private parties. Government organization (not UGC, but some other) decide the quality standard for education who is funded by private profit making companies. Private education charges fees directly to students. Higher the number of private companies, higer will be the competition, lower the cost of electricity.
[Current Demand: 100%( 300million people), Current Supply: 10%(30million)].
Health: Government must sell all government owned hospital and other related companies to private parties. Government organization (like WHO) decide the quality standard for health who is funded by private profit making companies. Private hospital charges fees directly to consumer. Higher the number of private hospitals/ drug companies, higer will be the competition, lower the cost of health.
[Current Demand: 100%( 1billion people), Current Supply: 2%(30million) ].

Did You Know?

vijaykrs01 11-Sep-2005 02:24 AM --------------------------------------------------------------------------------
Democracy is definitely an impediment to progress for India and most of Asia. How do you define democracy? Democracy means fairness and equality of opportunities and rules. It does not mean voting criminals and illiterates and dumb people to office and giving quotas and subsidies and penalizing hard working, law abiding people. If you look at this question objectively and from a long term perspective, it is easy to conclude that this so called western style democracy is a recent idea and not one of the greatest. it may not be an obstacle for germany or japan but it is a hindrance for the development of India. the reason is simple this voting based systems do not resolve the conflicts among non homogeneous groups. Germany and Japan are ethnically homogeneous societies, almost everybody is aware, is well informed, and understand modern development dynamics like economic systems, environment and fairplay. India in contrast is a mix of indo-aryan, aboriginal(low castes) and mixed ethnicities who will forever compete and fight each other. So, for india a system of survival of fittest is best, democracy will not work, the only facet of democracy we can take is to make rules for society the same for everybody (no quotas in jobs, education and subsidies for weak and no reassigning of resources-whatever is there take it as status quo) and let everybody compete, who fails let them perish, that is how world lived for last 5000 years. Another issue is India's resouces cannot support more than 300-400 million population, already it is an ecological disaster in India. Unlike West in India majority are not educated and aware of the modern economic systems, for example how many people appreciate that if they do not pay a fair price for energy or food there will not be any left for them in future. The problem is 700 million people in india who belong mostly to the low castes, are poor, illiterate, unaware, physically and mentally incapable to compete, can never be able to assimilate the meaning of a balanced eco-system and a sustainable economic system, they live hand to mouth, one day at a time, they cannot make an informed decision. so for India and Asia it is time to dump this notion of democracy being a solution, even US realizes this electoral democracy is a liability for them in many aspects, see how democrats and republicans are fighting the dirty wars of conservatism and cheap populism. Most important is that India and China must cut their population by at least 60%. The world population cannot be higher than 2-3bn. It is insane how we have destroyed the eco- system of the world. In order to meet all these objectives india must do away with the present electoral democracy which gives a chance to people like Lalu, mulayam, mayawati, Devegowda to come to power. The least that can be done is go for a working presidential system or directly elect the PM and CM for 5 years. Get the government out of the lives of people, NGOs, and private sector must control every enterprise and social systems. For this we need to privatise all industry and remove all Babus and clerks from the governement, let people run their own enterprises. We cannot do these in the chaos of this democratic system. The best societies like Japan, Germany, Singapore, Hong Kong were all developed y well thought out, strong political systems not chaotic systems like India has.

Question: Till How Long India will remain Poor?
Answer: India will remain poor if any of below is true.
- Quota System based on cast for Education, Jobs or anything and it is not based on Financial Situation.
- Hire-Fire is not allowed.
- Opening a Company takes more then 21 days.
- Land Reform are not completed.
- Less then 40% of GDP spent on Education, Health, Infrastucture.
- More then 5% of GDP spent on Defense, Subsidy, Goverment owned Companies, railways.

One-third of world's poor in India: Survey
How to overcome this scenario?
a) Start with $5/hr minimum wage, let the cost come out from pockets of GOI(subsidy, PSUs,politicians pocket, GOI Real estate).
b) Huge Tax Benefits to Business on donation to charity
c) Allow Wal-Mart, cheaper food at store will allow savings. no middleman.
d) Improve Infrastucture - Water, Road, Electricity, Education, Health, Tourism, Unemployment Training (Job Creation)
e) Apply the above reforms to Bengal, UP, Bihar where population growth is huge, and create an example for rest of the the country to follow. It's not no child left behind, it's only one child per family for a long time.
f) complete autonomy to local panchayat. let them collect money locally to spend locally.
g) When we see beggers, donate some money and request them to go to local panchayat.

Bulls-Eye !!!

It does not matter how much less consumer/business is paying(deflation), but what matters is how much more consumer/business is willing to pay for the product or service(Inflation).
