Complex Dirichlet Beta Function
For Beta(x) with x.i == 0, use the real Beta(x.r) function.
See: Real Dirichlet Beta Function
For complex x, use the same method as the real function, but let the terms
in the expansion take on complex values. The reflection formula is used if
x.r < −313.
