                             è Region of Terror ~ inefficient directory

                             è Lack of planning ~ political vacuum

 ~ Weakness of the Directory

   è Internally ~ lacked capable leadership

              ~ wholesale corruption

              ~ failed to solve economic crisis

   è Externally ~ aggressive policy of Directory in a struggle with the Second coalition

               ~ French armies were drive back & the country was being invaded
